Harding Way
Stockton, CA 95203
Thank you for submitting to San Joaquin County Public Health
Services, Environmental Health Division (PHS-EHD) the " Interim
Work Plan" dated December 1994 . A review of this plan as well as
the Quarterly Groundwater Monitoring Report for the third quarter
of 1994 has been completed and the following items require your
attention.
The quarterly report does not contain the Quality Analysis or
Quality Control (QA/QC) data sheets that are required. Please
have your consultant or laboratory submit the original to PHS-EHD
as soon as possible and ensure that this data is included in all
future quarterlies .
PHS-EHD hereby modifies its monthly groundwater monitoring
requirement to quarterly monitoring. Please have your consultant
make appointments for witnessing these events by calling me with
no sooner than 48 hours working time advance notice .
Monitoring well 3 has consistently failed to produce enough
groundwater to meet minimum purge requirements prior to sampling.
This well shall be brought into usable condition immediately or
destroyed under permit and replaced by another well that will
provide valid data at this location on site . PHS-EHD recommends
redevelopment and adequate surging of this well in an attempt to
remove the blocked condition prior to destruction.
PHS-EHD recommends that in future workplan submittals site
specific conditions only be related and the generic entries such
as item 15 on page 6 be deleted. Since no 'entire-depth't cement
grouting of soil borings are included in this plan, PHS-EHD
requests that this item be amended to reflect well grouting
procedures only. The entry " . . . EPA Methods GCFID/5030 and
602 . . . "on item 12 , page 6 suggests that TPH as Stoddard Solvent
and BTEX can be tested by the one method. Please utilize EPA
Method 8015mod for TPH analysis and EPA Method 8020 for the BTEX
constituents .
Oini%ion of San Juaiiuio Cimm.% Health (:are Scr.'icc
