Harding Way
Stockton, CA 95203
San Joaquin County Public Health Services, Environmental Health Division (PHS-EHD)
has reviewed the "Report Environmental Assessment" dated December 21, 1993 as
submitted by John P. Cummings and has the following comments.
Groundwater gradient information included in this report has determined that the
direction of flow of the groundwater beneath the site is to the south. This differs from
historical data that shows at neighboring sites the groundwater flows to the east.
Please submit to PHS-EHD your calculations along with the survey information that
supports your conclusion for a southerly groundwater gradient.
There are many factors that effect the groundwater gradient and PHS-EM is concerned
that wells in the area may be affecting this site's hydraulic gradient. Include in your next
quarterly monitoring report due April 16, 1994, a survey of wells within a half mile radius
of the site.
PHS-EHD recommends that monthly measurements and gradient calculations be
initiated for the site to verify the groundwater direction. After confirming the gradient,
additional monitoring wells may have to be installed to ensure that a downgradient well is
provided Currently MW-3 is upgradient of the tank pit and is the well with the highest
contamination in the groundwater. Please submit these monthly reports, complete with
calculations, to PHS-EHD prior to the next month's monitoring event.
Water samples from November 4, 1993 sampling event were in the custody of two Falcon
Energy employees for eight (8) days prior to transfer to Greyhound Bus Lines for
transport to Sparger Technoiogy, inc. Groundwater and soil samples obtained during
approved site activities shall be secured by third party individuals and released to either
qualified couriers or a Department of Health Services approved laboratory under chain
of custody only. Under no circumstances shall owners or contractors or their
representatives be allowed to transport or take custody of samples.
A Dhhba of Sm jom*&QuW HaMM Cane See+leea
