(209) 464-0138 December 15, 2011 Mr. Robert Trommer, CHG Chief Technical Review Unit State Water Resources Control Board PO Sox 944212 Sacramento, CA 94244-2120 SUBJECT: COMMENTS ON CLEANUP FUND SITE CLOSURE RECOMMENDATIONS Dear Mr. Trommer: On 23 November 2011, the San Joaquin County Environmental Health Department (EHD) received your email requesting comments on the closure status of 31 sites in the EHD Local Oversight Program (LOP) for which your office, the State Water Resources Control Board Cleanup Fund (CUF), has made closure consideration recommendations. Two lists were submitted to the EHD, one with 11 sites that had been previously taken to the Director-level of the LOP, and a list of 22 sites being taken to the Director level for the first time. One site on the latter list also appears on the former list (18701 Country Club Blvd., Stockton, CUF Claim No. 1026), and a second site on the latter list (CUF Claim No. 16908) is not in San Joaquin County, leaving 20 new sites to be commented on. Of the 31 total sites: • Fifteen are in the final closure process, meaning a decision to close the site has been made and site closure is awaiting preparation of various documents by the EHD, completion of the notification process, destruction of monitoring wells, and/or submission of certificates of disposal of investigation-derived wastes (IDW). • Five are in the closure process, meaning a closure decision is probable, but has not yet been made pending review of submitted documents,- and • Eleven sites need to have reports submitted to address various issues related to making a closure decision on the site, such as Human Health Risk Assessments, vapor intrusion evaluations, etc. The individual case statuses, starting with the previously submitted request list are as follows: CUF Claim NQ. 889 (former Moore Petroleum, 5491 F Street, Banta) -- in Final Closure Process. The case closure summary (CCS) is in preparation and will be submitted to the Central Valley Regional Water Quality Control Board (CVRVVQCB) as part of the 30-day notification requirement; monitoring wells need to be destroyed-, and the certificates for lDW disposal must be received. CUF Claim No. 1026 (former Sanchez Property, 1876 Country Club Boulevard, Stockton) -- in Final Closure Process The CCS is in preparation and will be submitted to the CVRWQCB as part of the 30-day notification requirement; monitoring wells need to be destroyed; and the certificates for IDW disposal must be received.
