(AGE) on your behalf for the above referenced site.
# The EHD had directed the submittal of a work plan to destroy the monitoring wells at your site
by letter dated 10 August 2011.
In the work plan, AGE proposes to drill-out all original well construction material of monitoring
well MW-'E, including well casing, screen, filter pack, and annular seal, by drilling to one foot
deeper than the total depth of the original borehole measured of 45 feet below surface grade
(bsg). The borehole will then be backfilled to surface grade with neat cement and covered with
I the appropriate material, concrete or asphalt, to match the surrounding surface area. The EHD
approves the destruction of MW-1 as described; however, a tremie pipe must be utilized to fill +
the borehole with neat cement.
' 1
4 AGE proposes to pressure grout MW-2 and MW-3 by removing the well boxes and caps, then
pumping a thick grout mixture into the well casing while applying approximately 5 to 15 pounds
per square inch (psi) of pressure. Instead, the EHD directs that a'thin grout mixture be used so ,
the grout can more easily penetrate the screen openings3`of the casing under pressure; and
although a time limit for applying the pressure was not presented, pressure must be applied for
at least ten minutes at 25 psi. Following this, AGE proposes to over-drill MW-2 and MW-3 to
approximately 3 feet bsg using eight-inch diameter hollow stem augers, then cut and remove
the top 2.5 feet of the well casing before backfilling the remaining borehole with neat cement
and completing the surface with concrete or asphalt to match the surrounding surface material.
Instead of over-drilling the wells using eight-inch hollow stem augers, the EHD directs that you
follow the Standards for Well Construction and Destruction in San Joaquin County (Well "
Standards). Sections 13.17.12 and 13.17.13 of the Well Standards state that "If the well casing
was left in place during sealing operations, a hole at least ane foot larger in diameter than the
original drilled hole shall be excavated around the outside of the well casing to a depth of 3 feet
below the ground surface, and the well casing shall then be cut off6 inches above the bottom of
this excavation and removed. The grout used to fill the well shall be allowed to spill over into
