Harding Way <br /> Stockton, CA <br /> Public Health Services, Environmental Health Division (PHS/EHD) has <br /> reviewed the report dated March 16, 1991, submitted by WHF <br /> Environmental Consultants, Incorporated and has the following <br /> comments. <br /> The analytical soil results received from your recent tank removal <br /> and excavation confirmed the presence of contaminates that exceeded <br /> allowable limits of leaching potential as recommended by the LUFT <br /> Manual'. This site cannot be recommended for final closure <br /> without further investigation to determine the full extent of the <br /> soil and/or groundwater problem. <br /> Content presented within the report entitled "Site <br /> Assessment/Remedial Recommendations" and data calculated and <br /> presented in the worksheets do not accurately represent the status <br /> of the site. Consequently, we do not agree with your consultant's <br /> conclusion that "no further action" is required. <br /> Due to the proximity of groundwater and the high levels of total <br /> petroleum hydrocarbons remaining following the recent excavation <br /> attempt, a groundwater investigation will be necessary in order to <br /> determine whether groundwater beneath the site has been impacted by <br /> the petroleum hydrocarbons. <br /> The disposition of the underground lines to the recently removed <br /> waste oil tank are still unresolved as of this date. A previously <br /> approved work plan called for removal of these lines.
