Stockton, California <br /> On behalf of our firm's clients, Mr. R. W. Reade and <br /> Ms. Deborah Reade, I am writing to express concern regarding the <br /> oversight provided by the San Joaquin County Public Health <br /> Services, Environmental Health Division ("the County") , for the <br /> environmental investigation of the property at 140 West Harding <br /> Way in Stockton. <br /> In brief, it appears that there has been a lack of <br /> planning and coordination in directing the environmental <br /> investigation. We recognize that a substantial amount of <br /> confusion regarding subsurface conditions at the site is probably <br /> due to the considerable technical errors made by WHF <br /> Environmental Consultants, Inc. , the previous consultant retained <br /> by the Reades and the co-owner of the property, Mr. Tiscornia. <br /> This may account for some of the County's uncertainty regarding <br /> the scope of the investigation. Nevertheless, I would like to <br /> present three examples that seem to reflect the County's <br /> haphazard approach to this site, which are provided by recent <br /> discussions you had with Geological Audit Services, Inc. <br /> ("GeoAudit") , the consultant recently retained by the Reades and <br /> Mr. Tiscornia. <br />
