PUBLIC HEALTH SERVICES 4R4 •c
SAN JOAQUIN COUNTY = i
JOGI KHANNA M.D.,M.P.H.
Health Officer .
P.O. Harding Way
Stockton, CA 95202
San Joaquin County Public Health Services,Environmental Health Division(PHS/EHD)has
reviewed the workplan dated March 3, 1993 submitted by Greg Mello and has the following
comments.
Sufficient information does not exist in order for PHS/EHD to consider site certification.
Additional subsurface investigation will be required at 36 feet below ground surface in the
area approximately 20 feet north of monitoring well MW-4. PHS/EHD suggests a slant
boring be considered to gather soil samples for this area that will confirm the extent and
concentration of contamination that was estimated in your report of findings on the
installation of MW-4. With this further investigation, the amount and concentration of
contaminated soli north of MW-4 can be more accurately determined. Once the amount
and concentration of contaminated soil is known, the need for remediation can be
determined. Samples should be analyzed for BTEX, TPH-D and TPH-G.
In an addendum, provide calculations that will enable soli sampling from the slant boring
every vertical 5 feet below ground surface by including the angle of the boring and diagonal
distances required to obtain these samples. Thank you for the revised third and fourth
quarter monitoring reports for 1992.
The necessity of the proposed monitoring well,MW-5 southwest of the former tank location,
is not known at this time. Should groundwater monitoring events indicate a southwest
gradient direction, the installation of this well would be required.
Monitoring Well 3 (currently the downgradient well, located in the northeast corner of the
site) is not being sampled for petroleum hydrocarbons due to problems with its construction.
PHS/EHD considers downgradient well(s) to be a vital component in the investigation of
groundwater downgradient from a contamination source. To ensure a valid and complete
investigation of this site, PHS/EHD recommends MW-3 be destroyed under permit and
replaced with a new well. This replacement well should be located closer to the previously
contaminated source.
A Nrbion of Son Joaquin CCW HOM cine St WCS
