Box 2009 <br /> Stockton, CA 95201 <br /> Dear Mr Infurna, <br /> On August 28, 1991, our equipment, a drill rig,was vandalized at a work <br /> site in Stockton, CA. During this act, the neighbors of the work site <br /> noticed fuel slowly leaking on the ground and reported to the local fire <br /> department that a potentially dangerous situation existed . When the <br /> fire department responded, the fuel still leaking was caught in five <br /> gallon buckets and contained in a fifty five gallon drum. <br /> Since the tank of the drill rig is fifty gallon capacity, minus <br /> estimated usage for the previous days ' work (approximately 10 gallons) , <br /> and the amount the fire department recovered (approximately 30 gallons), <br /> we estimate the escaping portion of the fuel to be 10 gallons, which <br /> would have had ground surface contact. <br /> Visual inspection indicated the spillage to be approximately 3 ' x 4 ' <br /> across. As an emergency precaution, the area that was visibly <br /> contaminated was excavated to a depth of approximately 11 . We propose <br /> to further excavate the indicated area and hand sample to establish the <br /> depth of saturation on the near surface. The affected soils are to be <br /> contained in secured, fifty five gallon drums for disposal . <br /> e sincerely hopes p an meets your approval a 6e wish to express -our <br /> willingness to act in a responsible manner, as any environmentally <br /> conscientious person's attitude should reflect.
