At that time, the presence of the waste oil
tank on site was unknown. The County rejected the proposed oversight of [lie re
excavation at this site. WHF had proposed to re-excavate the former fuel tank and
e : waste oil tank areas, as well as the former fuel Mand areas.
Due to the lack of County oversight, WHF proposed to the client to take numerous soil
samples showing zero lines for any contamination found including product line routes,
i
if they could be Lound. We anticipated finding small amounts of contamination, an
t
hoped to remediate any contaminated soils on site.
On February 6, 1991, WHF began re-excavating the site with a backhoe. We found
that the former fuel tank area was free of soils contamination. The product lines to the
fuel islands had not been removed, and one of those lines still had approximately- 1
gallons of fuel in it. The fuel was drummed on site and the product lines were disposed
i of by Oscar Ericson as a hazardous material. The fuel island areas were either "pond
i detected", or had small pockets of contamination, which were excavated and stocl<pilerl
on site.
` A previously unknown fuel island was discovered in the northwest corner of the
property. This area had contamination in a band about four flet (4') wide and three feet
(31) thick near the surface. This pocket of contamination band narrowed and deepened-
to the north. All of the contaminated soils to a depth of 22 feet wee removed and r
t
stockpiled on site. Excavation was stopped at 22 feet as the backhoe could not go
deeper without terracing the excavation and adding significant costs to the re-
excavation.
As stated previously, it was discovered that the waste oil tank was still in place. The
County Health Department was notified and permits were obtained to remove the tank
t with oversight from the County. Back taxes on the tank were paid, at that time.
Analytical results, at the time of removal, showed 1.0,000 PPM of motor oil at 12 feet
below the surface(two feet(2') below the tank).
i Since the excavator was on site, it was decided to continue investigation n= the fuel
island and re-excavate the waste oil tank area to a depth of 15 feet to take another
sample. The results showed a level of 34130 PPM of oil at 15 feet. No lateral or vertical
l ' definition of that area was made, as the building on site sits over the contaminated area
to the west.
I '
t'
is
