Qw- <br /> Blockbuster Video/Yellow Submarine <br /> Phase II- RernetlW Investigation Results <br /> +� Page 2 <br /> t� <br /> In January 1991, WHF submitted a plan for re-excavation of the site to the San Joaquin <br /> i County Environmental Health Department. At that time, the presence of the waste oil <br /> tank on site was unknown. The County rejected the proposed oversight of [lie re <br /> excavation at this site. WHF had proposed to re-excavate the former fuel tank and <br /> e : waste oil tank areas, as well as the former fuel Mand areas. <br /> Due to the lack of County oversight, WHF proposed to the client to take numerous soil <br /> samples showing zero lines for any contamination found including product line routes, <br /> i <br /> if they could be Lound. We anticipated finding small amounts of contamination, an <br /> t <br /> hoped to remediate any contaminated soils on site. <br /> On February 6, 1991, WHF began re-excavating the site with a backhoe. We found <br /> that the former fuel tank area was free of soils contamination. The product lines to the <br /> fuel islands had not been removed, and one of those lines still had approximately- 1 <br /> gallons of fuel in it. The fuel was drummed on site and the product lines were disposed <br /> i of by Oscar Ericson as a hazardous material. The fuel island areas were either "pond <br /> i detected", or had small pockets of contamination, which were excavated and stocl<pilerl <br /> on site. <br /> ` A previously unknown fuel island was discovered in the northwest corner of the <br /> property. This area had contamination in a band about four flet (4') wide and three feet <br /> (31) thick near the surface. This pocket of contamination band narrowed and deepened- <br /> to the north. All of the contaminated soils to a depth of 22 feet wee removed and r <br /> t <br /> stockpiled on site. Excavation was stopped at 22 feet as the backhoe could not go <br /> deeper without terracing the excavation and adding significant costs to the re- <br /> excavation. <br /> As stated previously, it was discovered that the waste oil tank was still in place. The <br /> County Health Department was notified and permits were obtained to remove the tank <br /> t with oversight from the County. Back taxes on the tank were paid, at that time. <br /> Analytical results, at the time of removal, showed 1.0,000 PPM of motor oil at 12 feet <br /> below the surface(two feet(2') below the tank). <br /> i Since the excavator was on site, it was decided to continue investigation n= the fuel <br /> island and re-excavate the waste oil tank area to a depth of 15 feet to take another <br /> sample. The results showed a level of 34130 PPM of oil at 15 feet. No lateral or vertical <br /> l ' definition of that area was made, as the building on site sits over the contaminated area <br /> to the west. <br /> I ' <br /> t' <br /> is <br />
