Weber Ave ` , <br /> Stockton, CA 95202 <br /> 1 5 <br /> Re: 225 West Freemont Street, Stockton, CA LDEC 2004 <br /> EFJVVIRUNivlrlV i htpL48 <br /> Dear Dennis: FfERMJ,TZ�E8V W <br /> On behalf of Mr. Tom Calcaterra, one of the former owners of the above noted <br /> property, as required by the California Health and Safety Code Section 25507, TRE <br /> Consulting, Inc (TRE), hereby notifies the San Joaquin County Office of Emergency <br /> Services (OES) of a threatened release of waste oil onto the soil, beneath a concrete <br /> basin that is located inside the above noted property. <br /> By the way of background, upon discovery of the oily liquid by Mr. Calcaterra <br /> inside a concrete basin of the above-referenced property, TRE was hired by Mr. <br /> Calcaterra to conduct a preliminary visual inspection of the concrete basins, oversee the <br /> proper characterization, transportation and disposal of approximately 84 gallons <br /> (manifested as 950 pounds including the weight of the absorbent materials) of waste oil. <br /> Toward that goal, TRE obtained representative samples of the above oily liquid and sent <br /> them to an ELAP certified laboratory (CLS, Inc) for analysis (see copy of the analytical <br /> results that were received by the lab on 12/8/04 enclosed in attachment A), oversaw the <br /> following waste removal and containerization actions by Safety Kleen (SK) and <br /> conducted a preliminary visual inspection of the concrete basin. <br /> 1. SK's field technician began bailing the oily liquid from the concrete basin on 11/23/04 <br /> 2. SK completely bailed out the oily liquid and removed the semi solid and some <br /> solid oily sludge from all three basins onto two 55-gallon drums, and labeled as <br /> Hazardous Waste on 11/23/04. <br /> 3. SK then began cleaning inside all three basins by using universal (absorbs oils, <br /> water and other chemicals) absorbent pads. <br /> 4. All absorbent pads were also properly placed inside the 55-gallon drums and <br /> manifested as CA 223. <br /> 1 <br />
