Phase II Site Assessment Work Plan
CARANDO MACHINE WORKS
420 North Madison Street, Stockton, California
1.0. INTRODUCTION
At the request of the City of Stockton Housing and Redevelopment,Advanced GeoEnvironmental,
Inc. (AGE)has prepared this Phase II Site Assessment Site Assessment Work Plan for the property
at 420 North Madison Street, Stockton,California(the site). The site has been utilized for industrial
purposes for at least 40 years; at least one underground storage tank system was historically located
on the property. The proposed work is being performed as part of due diligence for a property
acquisition by the City of Stockton. The location of the site is illustrated on Figure 1. A plan of the
site is illustrated on Figure 2.
This work plan as required by the San Joaquin County Environmental Health Department(SJCEHD)
for the procurement of a soil boring permit. For reference, this plan is in accordance with AppendixA
to Tri-Regional Recommendations - Reporting, dated 30 August 1991, prepared by the Central
Valley Regional Water Quality Control Board for the investigation of underground storage tank
(UST) sites.
2.0. BACKGROUND
The site is located in a topographically flat area of west-central Stockton, between Fremont Street
and Steamboat Levee. The area surrounding the site has been utilized primarily for light-industrial
and commercial purposes. For purposes of this Phase II, the City of Stockton parking lot
immediately east of the Carando Machine Works facility, will be included in the investigation
(Figure 2). The Carando property is nearly entirely developed as warehouse; the City of Stockton
parking lot currently has no improvements beyond nominal landscaping.
2.1. HISTORICAL SITE USAGE
A review of historical aerial photographs and Sanborn Fire Insurance Maps for the subject property
indicates that at least a portion of the site has been utilized for industrial purposes (machine shop)
for at least 50 years. In 1952,the north portion of the Carando site is listed as having a small service
station with"gas and oils";it is possible that underground storage tanks may have been present. The
City of Stockton parking lot appears to be an electrical shop.
2.2. REGIONAL GEOLOGIC/HYDROGEOLOGIC SETTING
The site is situated within the southern portion of the Great Valley Geomorphic Province of
California, a large, elongate, northwest trending, asymmetric structural trough; the northern and
Advanced GeoEnviron mental,Inc.
