One excavation volume of groundwater approximately 12,000
gallons will also be pumped and removed. The area of excavation is located to the north of the
former underground storage tanks and the previous excavation of contaminated soil which took
place at the above-referenced site in June 2004.
COMMENTS AND CONDITIONS:
1. Your consultant has proposed this additional excavation of contaminated soil since future
development at the site may permanently restrict access for additional investigation and
remediation of the contamination. San Joaquin County Environmental Health Department
(EHD) approves this proposal with the condition that it is understood that the cost may not
be reimbursed by the State Underground Storage Tank Clean Up Fund (Fund).
2. The work plan recommended the placement of 800 pounds of oxygen release compound
(ORC) at the bottom of the proposed excavation as an additional remediation measure for the
contaminated soil and groundwater. EHD does not approve the use of ORC since its
effectiveness has not been shown at other sites in San Joaquin County. However, you may
place ORC in the excavation with the understanding that the cost may not be reimbursed by
the Fund.
REASONS FOR DISAPPROVAL OF THE WORKPLAN (H&S 25296.10,subd.(C)(3).):
None
DATED March 3,2005 BY - r LL
C: Treadwell&Rollo— David Dixon,RCS Lton,
C: RWQCB,Central Valley Region—James L.L.
