,, h <br /> l <br /> REMEDIATION COMPLETION REPORT <br /> NORTH SHORE PARCELS <br /> STOCKTON DEPARTMENT OF HOUSING AND REDEVELOPMENT <br /> Stockton, California 4 <br /> EXECUTIVE SUMMARY <br /> This Remedial Remediation Completion Report (DRCR) has been prepared for submittal to the <br /> California Department of Toxic Substances Control (DTSC)by Treadwell & Rollo, Inc., on <br /> behalf of the Stockton Department of Housing and Redevelopment(SDHR), for six parcels of <br /> land collectively referred to as the North Shore Parcels (Site): The Site is planned for <br /> redevelopment to include a baseball stadium and an indoor sports arena, with retail and parking <br /> facilities. <br /> This DRCR has been prepared as part of SDHR's oversight and consultation agreement with the <br /> DTSC forro erties collectively referred to as the North Shore Parcels (Figure 1). The SDHR <br /> P P <br /> has entered the DTSC's Voluntary Oversight Program that required the SDHR to prepare a <br /> Remedial Investigation(RI) Report, a Feasibility Study (FS), a Risk Assessment(RA) <br /> (Treadwell & Rollo, 2000 a, b, c),a Remedial Action Plan (RAP) and a Public Participation Plan <br /> (PPP) (Treadwell & Rollo, 2001 a), and a Remedial Design and Implementation Plan (RDIP) <br /> III <br /> (Treadwell & Rollo, 2004a). The selected remedy consists of excavation of"hot spots" of soil <br /> contamination, confirmation sampling to verify cleanup and soil disposal at appropriate facilities <br /> as outlined in the RAP. <br /> The Site consists of the following areas as shown on Figure 2: <br /> j Area 10—Banner Island, located south of Lindsay Street and east of Van Buren Street; <br /> Area 11 — 300 Lincoln Street; <br /> Area 15 —423 North Madison Street, also referred to as Chase East; <br /> Area 16—424 North van Buren Street, also referred to as Chase West; <br /> Area 20—Former Western Railroad parcel; and <br /> Area 21 —404 West Fremont Street, also referred to as the Crystal Creamery. <br /> V <br />
