1-.011 <br /> Twe-advvell8olb <br /> 14 April 2004 <br /> 2597.10 <br /> Mr. Jeffery Wong <br /> San Joaquin County Environmental Division <br /> 304 East Weber Street, Third Floor <br /> Stockton, California 95202 <br /> Subject: Excavation at Area 15 <br /> 423 North Madison Street (Chase East) <br /> Stockton, California <br /> Dear Mr. Wong: <br /> This work plan describes the planned soil excavation at Area 15 located at 423 North Madison <br /> Street in Stockton, California(Figure 1). Treadwell &RolIo has been retained by the City of <br /> Stockton to coordinate the environmental issues at this Site and others within the Banner Island <br /> redevelopment project. <br /> The Banner Island project includes approximately 7 city blocks that are being demolished for <br /> redevelopment. The California Department of Toxic Substance Control (DTSC)is the <br /> designated lead agency for environmental cleanup work at this site. Three sites within the <br /> Banner Island project were previously under the oversight of the San Joaquin County <br /> Environmental Health Department(SJCEHD)local oversight program due to underground <br /> storage tank (UST)releases, and DTSC has agreed that the SJCEHD will continue to manage the <br /> UST issues. <br /> SITE BACKGROUND <br /> The site was previously used as an auto repair facility and has two former UST locations where <br /> releases of petroleum hydrocarbons have occurred. Buildings at the site have been demolished <br /> and some concrete slabs and pavement remain. The site is enrolled in the Underground Storage <br /> Tank cleanup fund. <br /> The site had 16 groundwater monitoring wells and two groundwater extraction wells- These <br /> wells were destroyed in March 2004 under permit from the SJCEHD. <br /> The area of current excavation is located to the east of the historical Auto Body Shop in the <br /> vicinity of soil borings 15B-6 and 15B-9 and former groundwater monitoring well MW-12. <br /> Boring 15B-6 had total petroleum hydrocarbons as gasoline (TPHg) concentrations ranging up to <br /> 13,000 milligrams per kilogram(mg/kg) and total petroleum hydrocarbons as diesel (TPHd) <br /> concentrations ranging up to 520 mg/kg. Boring 15B-9 had TPHg concentrations ranging up to <br /> 8,500 mg/kg with TPHd concentrations below detection limits (<400 mg/kg).
