GROUNDWATER Ml= O K PLAN <br /> AREA 16 <br /> 424 NOR VAN STREET <br /> Stockto -Ca! 0 !,a-- <br /> 1.0 <br /> ij 1.0 INTRODUCTION <br /> This work plan describes the installation and monitoring of four groundwater monitoring wells to be <br /> located at 423 Madison Street in Stockton, California, also known as Area 15 (Site) (f=igures 1 and 2). <br /> The City of Stockton (City)owns the Site which has been part of the Stockton Event Center <br /> Redevelopment Project(Event Center). The San Joaquin County Environmental Health Department <br /> (SJCEHD) recently requested that a groundwater monitoring work plan be submitted to the SJCEHD by 9 <br /> October 2009. Subsequently, Treadwell&Rollo, Inc. (T"&R) was retained by the City to prepare this work <br /> plan. The objective of the proposed groundwater monitoring is to help delineate the concentrations and <br /> extent of groundwater impacts related to the former underground storage tank(UST) area and to help <br /> evaluate the need for additional monitoring and remedial measures. <br /> 2.0 SITE DESCRIPTION AND PREVIOUS INVESTIGATIONS <br /> The Site is part of the Event Center Redevelopment Project, which includes the area north of the <br /> t , Stockton Channel bounded by North Lincoln Street to the west, West Fremont Street to the north and <br /> Commerce Street to the east(Figure 1). The lead agency for Environmental issues at the Event Center is <br /> the California Department of Toxic Substances Control (DTSC),but the SJCEHD, under their local <br /> oversight program (LOP) is continuing to oversee four areas with UST releases at#ree the Event Center. <br /> The additional three areas are the adjacent properties located at 424 Van Buren Avenue (also known as <br /> { Area 16), 420 Madison Avenue (also known as the former Carando Machine Works), and 404 Fremont <br /> Street(also known as the former Crystal Creamery) (Figure 2). <br /> The Site was originally developed in the early 1900s and redeveloped in the 1950s for use as an auto repair <br /> facility. All structures at this parcel were demolished prior to remediation in March 2004. The northeastern <br /> portion of the Site is mostly paved and'used for parking while a portion of the Stockton Arena is located on <br /> the southwest portion of the Site. Due to the former presence of underground storage tanks(USTs), the <br /> Site is currently enrolled in the State Underground Storage Tank Cleanup Fund (USTCF). <br /> II <br /> I <br />
