S Subject: Confirmation Sol] Sampling UST Removal Activities Area 15 —B6 Excavation North Shore Parcels Stockton, CA ---- Dear Mr. Jackson: On Behalf of the City of Stockton (City), Treadwell &Rollo, Inc. has prepared this letter to document confirination soil sampling and present the methodologies used during the underground storage tank (UST) removal at the former Chase Chevrolet Facility located at 423 N. Madison Street in Stockton,California (Site) (Figure 1). The UST removal activities were performed under the direction of representatives of the San Joaquin County Environmental Health Department (SJCEHD). The removal of the UST at the Site was performed by Jim Thorpe Oil, Inc (Thorpe), a licensed contractor, who acquired the appropriate permits, removed and arranged for the disposal of the UST and associated soil, The Site has been under SJCEHD oversight since the early 1990s when several other leaking USTs were identified and removed. During recent excavation work at the site performed under the direction of the California Department of Toxics Substance Control (DTSC), the�UST.in the j j -,6 Area was discovdred (Figure 2). On 12 April 2004, the SJCEHD included the B-6 UST into its existing UST'Local Oversight Pro grain (LOP) for the Site. The scope of work for the completion of the UST rcrnoval and excavation action was submitted to the SJCEHD in a workplan dated 14 April 2004 prepared by Treadwell & Rollo. The SJCEHD approved workplan scope of work on 15 April 2004. The results of the post UST removal soil excavation program will be presented in a different report. BACKGROUND The area of curx•ent excavation is located to the east of the historical Auto Body Shop in the vicinity of soil borings 1.5B-6 and 15B-9 and former groundwater monitoring well MW-12. Boring 15B-6 had total petroleum hydrocarbons as gasoline (TPHg) concentrations ranging up to 13,000 milligrams per kilogram (mg/kg) and total petroleum hydrocarbons as diesel (TPHd) concentrations ranging up to 520 mg/kg. Boring 15B-9 had TPHg concentrations ranging up to 8,500 mID g/kg with TPHd concentrations below detection limits (<400 mg/kg). i reafwell&Rollo,Inc.
