Van Buren Street <br /> Stockton, CA <br /> San Joaquin County Public Health Services Environmental Health Division(PHS/El-ID) has <br /> reviewed the Free Product Removal report by RESNA dated May 11, 1994, and the <br /> Workplan for Additional Site Investigation by RESNA dated May 4, 1994 for the above <br /> referenced site. <br /> The Free Product Removal report consists of historical product thickness data and a record <br /> of volume removed from monitoring well #3. The report also states that the site will be on <br /> a monthly free product removal schedule.The Free Product Removal Report does not meet <br /> the minimum requirements for a free product removal report as stated in Title 23 Section <br /> 2655 of the California Code of Regulations (CCR). <br /> The proposed monitoring wells described in the approved May 4, 1994 workplan may <br /> determine the extent of contamination downgradient of this site and the Madison Street site. <br /> Neither the workplan nor the removal report proposes a satisfactory method for free <br /> product removal at the Van Buren Street site. <br /> Pursuant to CCR Title 23 Section 2722 and Section 2655 (these sections regulate the <br /> presence of free product at underground storage tank and former underground storage tank <br /> sites) the owner or operator shall remove free product to the maximum extent possible to <br /> minimize the spread of environmental contamination to previously uncontaminated zones <br /> by using recovery and disposal techniques appropriate to the hydrogeologic conditions at the <br /> site. <br /> Since monitoring well #3 was installed on September 11, 1990 free product has been <br /> consistently present in the well with an average thickness of 1.8 feet. This indicates that free <br /> product has not abated by natural degradation. <br /> A Division of San Joaquin County Health Care Services <br />
