PHSIEHD recommends that you
resubmit an amended CAP which meets the requirements of the California Code of Regulations Title
23, Division 3, Chapter 16, Section 2725. A copy of this code section has been enclosed for your
reference.
Presentation of data from the air sparge pilot test does not allow evaluation of the results of the test.
There is insufficient data to determine an appropriate system design to remediate soil and groundwater
contamination. PHSIEHD recommends that you resubmit the feasibility portion of the CAP.
Based on data from the July 1995 quarterly report indicating a potential impact to groundwater from
tank sites 1, 8 and 2, groundwater monitoring data from 1995 and 1996 which show a marked
decrease in petroleum hydrocarbon concentrations when compared with 1991 through 1995 data for
tank area 3,4,5 and 6, and the December 8, 1995 Walt Petit letter which recommends that active
remediation be replaced with monitoring to determine if low risk groundwater plumes are stable,
PHSIEHD recommends an additional two or three quarters of monitoring data as an appropriate
strategy at this time for this site.
For additional information, please contact Steven Sasson at (209) 468-3459.
Donna Heran, RENS, Director
Environmental Health Division
Steven Sasson Senior RENS MLt La oriooFS
g 9
Site Mitigation Unit Lead Senior
SS
cc: Elizabeth Thayer - CVRWQCB
cc: Annabel Mackey - SWRCB
cc: Bob Marty - Advanced GeoEnviron mental Inc.
A Division of Sart Joaquin County Health Care Sen-ices
