Steven Sasson, Senior REHS
May 12, 1995
Page 2
2. Given the fact that there is no known "zero line" and there has been no ?
significant change, quarterly monitoring of the wells would have been of no or minimal value
in light of the existing contamination and the significant efforts being made by Chase i
Chevrolet to obtain an Invitation For Bid that would clearly and accurately set forth the scope
and.breadth of the assessment work that needed to be done.
3. After receiving the Invitation For Bid, we submitted it to a various ;
-- - environmental consultants in order to meet the three-bid requirement of the Underground
Storage Tank Cleanup Fund. Due to the fact that several of the consultants decided not to
submit proposals, we were required to submit the IFB to other consultants. Needless to say, r
this was a time-consuming process finding three qualified and reputable consultants who
wished to submit proposals. Once the consultants agreed to submit proposals, more time was
required for them to prepare their proposals given the extent of the assessment work that was
required.
4. As you are aware, Chase Chevrolet has made considerable progress since
January 1995 and is about to enter into an agreement with an environmental consultant to
complete the assessment work set forth in the Invitation For Bid. In conformance with your
request, we will begin implementation of the workplan no later than June 5, 1995.
Respectfully yours,
M
t
EFFREY B.
