VAN BUREN 2511 <br /> We have completed our review of the March 13, 1991 "Progress Report", prepared <br /> by WaterWork. <br /> Additional site characterization is necessary in order to confirm gradient and <br /> to design an appropriate remediation system. We support your consultant's <br /> recommendation of additional groundwater monitoring and sampling to verify water <br /> quality and to aid in the placement of additional exploratory wells and/or <br /> borings. We also concur that monthly water level measurements for the purpose <br /> of tracking potential tidal/river influences on gradients should be performed <br /> prior to the placement of the additional wells and/or borings. Our recommedation <br /> is that this data be collected and included in the next quarterly status report <br /> along with the groundwater sampling which need only be performed once during the <br /> reporting quarter of June, July and August, 1991. <br /> Data compiled during this, and the referred Phase II investigation, should best <br /> define the lateral and vertical migrations of contaminants, at both former tank <br /> locations, as well as contain recommendations of at least 2-3 options for <br /> remediation. At the conclusion of the Phase II investigation, data collected and <br /> the related recommendations and conclusions should satisfy reporting requirements <br /> outlined in the Tri-Regional "Staff Recommendations for Preliminary Evaluation <br /> and Investigation of Underground Tank Sites" entitled "Problem Assessment Report" <br /> (PAR) . <br /> A workplan, in order to facilitate a completed PAR, briefly describing the Phase <br /> II investigation, locations of proposed monitoring wells and/or borings derived <br /> from secondary water quality samples, and a drilling permit application with the <br /> appropriate PHS-EHD inspection fee for each differing situs address, should be <br /> submitted no later than September 3, 1991. The PAR should be concurrently <br /> submitted to PHS-EHD and the Central Valley Regional Water Quality Control Board <br /> (CVRWQCB) , no later than November 4, 1991. <br /> A Division of San Joaquin County Health Care Services <br />
