Lerner Texaco
521 North Cherokee Lane, Lodi
Site Code: 1324
19 April 1997
Page 4
Health Risk Assessment:
I will prepare a health risk assessment following the guidelines promulgated by the
American Standards for Testing and Materials (ASTM) Method E-1739. I will use
the Tier 1/Tier 2 Risk Based Corrective Action (RBCA) spreadsheet produced by
GSI to evaluate the potential risk increase that the gasoline release may have on
both on-site commercial, and off-site commercial and residential, receptors. The
spreadsheet will be modified to reflect California's slope factor for benzene.
Schedule:
Within three weeks of acceptance/approval of the scope of work outlined above by
the SJCPHD/EHD, a drilling contractor will be selected to assist with the completion
of the boring and well installations and a "pre-approval" package will be submitted
to the Fund.
Pre-approval plus 2 weeks: Encroachment and well installation permitting.
Well survey.
Pre-approval plus 5 weeks: Boring/Well installing, surveying, developing,
and sampling.
Pre-approval plus 8 weeks: Receipt of analytical data, report preparation.
Pre-approval plus 12 weeks: Report submittal.
Pre-approval plus 17 weeks: First round of quarterly groundwater sampling.
Because pilot testing of a vapor extraction system was not a "bid item" in the original work
plan prepared by WEGE for bid solicitation, I am not sure that the SB 2004 Fund
administration will allow me to perform that task. Mr. H.M. 'Cris' Hamilton and I will be
inquiring. If they are willing to reimburse for reasonable costs, I will submit a letter
amendment to include a vapor extraction pilot test with the above proposed scope of work.
I would anticipate that the inclusion of the pilot test will delay the report submittal by
approximately six weeks.
