• 1.0 EXECUTIVE SUMMARY <br /> Six underground storage tanks(USTs)were in service as a gasoline retail sales effort at 521 North Cherokee <br /> Lane under at least several ownerships from the mrd-1950's to 1983 This site has been known with <br /> numerous operating names but is most recently operated as"Parmar Texaco" The site is currently owned <br /> by Mr Jose Garcia The last known operator of record (Ramcon)removed the UST's under the oversight <br /> of San Joaquin County Public Health Systems Environmental Health Department(PHSEHD)on February <br /> 5, 1988 <br /> The soil beneath the USTs appeared to have significant petroleum hydrocarbon contamination as evidenced <br /> by discoloration of the soil and strong petroleum hydrocarbon odors A single soil sample was collected <br /> from the bottom of the tank pit that was submitted to a state of California analytical laboratory This soil <br /> sample was reported to contain 1,300 mg/kg of Total Petroleum Hydrocarbons A minor over excavation <br /> of 100 cubic yards of obviously impacted petroleum hydrocarbon soil was reportedly removed from the tank <br /> pit during this time in order to allow a deeper soil sample to be collected This sample reportedly was <br /> collected from a depth of 27 feet bgs and reportedly was submitted to an analytical laboratory where <br /> petroleum hydrocarbon concentrations were below analytical method detection limits No analytical <br /> laboratory report or map of where this sample was collected were found in the site records <br /> A series of site assessment investigations have been conducted at the site to date and have consisted of the <br /> following installation and monitoring of monitoring wells drilled and completed to 60 feet bgs,(2)drilling <br /> and sampling from four soil borings to 45 feet bgs,(3)sporadic monitoring of the wells,and(4)installation <br /> and sampling of groundwater from 14 hydropunch borings installed to the water table at about 50 feet bgs <br /> In addition, several thousand gallons of petroleum hydrocarbon contaminated groundwater were removed <br /> from the site by pumping the monitoring wells in 1991 by Falcon Energy <br /> The site has been admitted into the State of California Underground Storage Tank Cleanup Fund(Fund)and <br /> the current owner has been assigned all Fund rights as of January, 2003 <br /> Additional site assessment work was started in April, 2003 when quarterly groundwater monitoring was <br /> initiated A workplan to complete a site assessment investigation was submitted to PHSEHD and approved <br /> for execution in April, 2003 The site assessment work completed in 2003 has included the following <br /> MamW IFnvuv=enW\ParmuTexaco\Re rts1SAR1203 Page 1 <br /> po wpd ag <br />
