The location and depth of
the soil samples are shown on Figure 4. Soil samples were also collected from the 2,000 cubic
yards of soil stockpiled at the Site. All soil samples were transported under chain-of-custody to
Chromalab for analyses.
3.4 Over-Excavation Soil Sample Analyses
The ten tank pit soil samples were analyzed for BTEX by EPA method 8020 and TPHd by EPA
method 8015 modified. Referring to Figure 4 and Table 1, the ten excavation soil samples did
not contain concentrations of BEX and TPHd above the method reporting limits (Appendix 3).
Trace amounts of toluene with similar concentrations were reported in all ten samples analyzed.
The trace amounts of toluene were attributed to the solvent found in the adhesive of the tape used
to secure the plastic caps to the brass sample sleeves (Refer to the Chromalab letter dated
November 11, 1999 included in Appendix 3). The results of stockpile sample analyses are
summarized in Table 2 and a copy of the laboratory reports are included in Appendix C.
3.5 Excavation Backfill and Soil Disposal
Using clean soil and engineered fill, the excavation was backfilled to grade in 8 to 12 inch lifts
and compacted using a wheel loader.
The soil was profiled by ASTA and accepted for disposal at Forward Landfill. In October 1994,
a total of 79 truck loads of contaminated soil were transported to Forward Landfill for use as
cover material as authorized by their RWQCB permit. The disposal tags and Non-Hazardous
waste manifest documenting the proper disposal of the soil are provided in the Report For Waste
Oil Tank Removal and Diesel Contamination Soil Remediation, Asta Construction, December
1994.
3.6 Waste Oil UST Site Closure
In a letter dated January 30, 1995, SJCEHD states"The removal of approximately 2,000 cubic
yards of soil during the October 1994 over-excavation activities appears to have successfully
A1-C1osureRpt.RPT.wpd
