CALIFORNIA REGIONAL WATER QUALITY CONTROL BOARD <br /> CENTRAL VALLEY REGION <br /> CLEANUP AND ABATEMENT ORDER R5-2011- <br /> FOR <br /> VALLEY PACIFIC PETROLEUM SERVICES, INC., <br /> ROBERTS PETROLEUM SERVICES, <br /> WOOLSEY OIL COMPANY, <br /> MR. BRUCE WOOLSEY <br /> WILLIAM S. AND VIRGINIA ROBERTS <br /> VIRGINIA AND WILLIAM ROBERTS TRUST, <br /> AND <br /> FRENCH CAMP LLC <br /> VALLEY PACIFIC PETROLEUM SERVICES <br /> 930 EAST VICTOR ROAD, LODI <br /> SAN JOAQUIN COUNTY <br /> This Order is issued to Valley Pacific Petroleum Services, Inc., Roberts Petroleum Services, <br /> Woolsey Oil Company, Mr. Bruce Woolsey, William S. and Virginia Roberts, Virginia and <br /> William Roberts Trust, and French Camp, LLC, pursuant to Water Code section 13304, which <br /> authorizes the Regional Water Quality Control Board, Central Valley Region ("Central Valley <br /> Water Board" or "Board") to issue a Cleanup and Abatement Order ("Order"), and Water Code <br /> section 13267, which authorizes the Central Valley Water Board to require the preparation and <br /> submittal of technical and monitoring reports. <br /> With respect to Valley Pacific Petroleum Services, Inc., Roberts Petroleum Services, Woolsey <br /> Oil Company, Mr. Bruce Woolsey, William S. and Virginia Roberts, Virginia and William <br /> Roberts Trust, and French Camp, LLC, (hereafter collectively referred to as "Dischargers"), the <br /> Executive Officer of the Central Valley Water Board makes the following findings: <br /> PROPERTY OWNERSHIP AND OPERATIONS <br /> 1. Mr. Bruce Woolsey owned Woolsey Oil, Inc. ("Woolsey"), which operated Roberts <br /> Petroleum Services, a fuel distribution facility at 930 Victor Road in Lodi (San Joaquin <br /> County APN 049-050-23) (the "Site") during the 1980s and 1990's. A figure showing the <br /> location of the Site is included as Attachment 1 a part of this Order. William S. and <br /> Virginia Roberts owned the Woolsey property. Mr. Bruce Woolsey, Woolsey Oil <br /> Company, Roberts Petroleum Services, and William S. and Virginia Roberts are named <br /> as Dischargers based on soil and groundwater data in the files of the Board that support <br /> the conclusion that the groundwater pollution is the result of a continuing release of <br /> hazardous substances that have occurred during their operation or ownership of the <br /> Site. <br /> 2. According to the San Joaquin County Recorder's office, French Camp LLC purchased <br /> the Woolsey property at 930 Victor Road in January 1997 from the Virginia and William <br /> Roberts Trust. Around 2004, the Site was renamed Valley Pacific Petroleum Services, <br /> which also does business as ("dba") French Camp LLC. The Virginia & William Roberts <br /> Trust, French Camp LLC, and Valley Pacific Petroleum Services are named as <br /> Dischargers because they own or operate the property where there is a continuing <br /> release of hazardous substances. <br />
