PERMIT/SERVICES <br /> 166 Frank West Circle <br /> Stockton, CA 95206 <br /> ADDENDUM TO WORK PLAN FOR MONITORING WELL INSTALLATION, VALLEY <br /> PACIFIC PETROLEUM SERVICES, INC 930 VICTOR ROAD, LODI, SAN JOAQUIN <br /> COUNTY <br /> Regional Water Quality Control Board, Central Valley Region (Regional Water Board) staff <br /> reviewed the 7 August 2008 Addendum to Work Plan for Monitoring Well Installation <br /> (Addendum) submitted by Ground Zero Analysis, Inc. (GZA) on behalf of Valley Pacific <br /> Petroleum Services, Inc. (Valley Pacific) for the site at 930 Victor Road in Lodi (Site). <br /> The Addendum was submitted in response to our 8 July 2008 letter requesting that by <br /> 25 July 2008. Valley Pacific submit a work plan addendum proposing a methodology for <br /> completing plume delineation. <br /> The Addendum proposes to use a grab sampling step-out method for lateral definition of the <br /> plume. The Addendum identifies two proposed boring locations (PMW-14a and PMW-14b) on <br /> the restaurant property east of the Site. Valley Pacific will contact the property owners to solicit <br /> site access for the investigation. <br /> Soil and grab groundwater samples will be obtained first from boring PMW-14a. The grab <br /> groundwater samples will be sent to a fixed laboratory on a rush turnaround basis and <br /> analyzed for total petroleum hydrocarbons as gasoline (TPHg), and benzene, toluene, <br /> ethylbenzene, and xylene (BTEX). If the results are non-detect (ND), PMW-14a will be <br /> completed as a monitoring well. If contaminants of concern (COCs) are detected at low <br /> concentrations, Valley Pacific will consult with Regional Watei Board staff for a decision on <br /> whether the boring should be completed as a well. If higher levels of the CDCs are detected, <br /> boring PMW-14a will be grouted up and a new boring drilled at location PMW-14b where this <br /> process will be repeated. If COCs are detected at this location, the boring will be grouted up <br /> and Valley will re-evaluate the next location. <br /> Groundwater monitoring at this site is conducted pursuant to Monitoring and Reporting <br /> Program (MRP) No. R5-2002-0827, which specifies submittal of groundwater monitoring <br /> reports on the 1 May and 1 November. <br /> Our comment on the Addendum is presented below. <br /> 1 . The laboratory analytical list must also include total petroleum hydrocarbons as diesel <br /> (TPHd). The latest laboratory analytical results for MW-13, the eastern-most well, show <br /> that TPHd was not detected in this well.
