FF'V,
Mr Nathan Crum - 3 - I 25 July 2007
Valley Pacific Petroleum Services.. Inc
n
groundwater monitoring has been conducted since 1995. However, the groundwater
pollution is not defined to the north and east of the source area, SPH is present in MW-8
and MW-9R, and TPHg, benzene and MTBE concentrations in MW-6R showed dramatic
increases in 2006. The TPHg, benzene and MTBE exceed, by one to four orders of
magnitude, the water quality objectives (WQOs) for these contaminants, which are 5 pg/L,
1 pg/L and 5 pg/L, respectively. The pollution emanating from this Site has degraded the
waters of the State which need to be cleaned up to background levels or to the lowest
levels that are technically and economically achievable and which comply with all
applicable WQOs.
Therefore, we request that by 4 September 2007, Valley Pacific submit a Feasibility Study
(FS) Work Plan to evaluate and select a technically and economically feasible method to
clean up the soil and groundwater at this Site. The FS work plan must include provisions
for defining the extent of soil contamination and groundwater pollution north and east of the
source area by installing wells in this area. The enclosed outline provides details of
information to be included in a FS work plan.
If you have any questions regarding this letter, you may contact me at (916) 464-4811 or
betaylor@waterboards.ca.
BRIAN TAYLOR, P G
Engineering Geologist
Enclosure
cc Mr. Gregory Stahl, Ground Zero Analysis, Inc., Escalon
Mr. Patrick Riddle, Law Offices of Patrick D.
