R5-2002-0827 <br />FOR <br />WOOLSEY OIL, INC. <br />BULK FUEL PLANT <br />SAN JOAQUIN COUNTY <br />The Woolsey Oil Inc. (Discharger) bulk fuel plant (site) is at 930 Victor Road in Lodi (Figure 1). <br />There are five 12,000 -gallon aboveground storage tanks (AGTs) containing diesel fuel, one <br />1,000 -gallon AGT containing kerosene, and one 275 -gallon AGT containing solvents. Historic <br />petroleum hydrocarbon releases have polluted soil and groundwater at the site with petroleum <br />hydrocarbons and associated fuel constituents, including benzene and methyl tertiary butyl ether <br />(MTBE). Free product is consistently present in well MW -8, and is removed monthly by a <br />bailer. The Discharger began groundwater monitoring in 1995, which continues on a quarterly <br />and semi-annual basis. <br />This Monitoring and Reporting Program (MRP) is issued pursuant to Section 13267 of the <br />California Water Code and is necessary to delineate groundwater pollutant plumes and determine <br />whether remediation efforts are effective. Existing data and information about the site shows the <br />presence of various chemicals, including total petroleum hydrocarbons as gasoline and diesel, <br />benzene-toluene-ethylbenzene-xylenes (BTEX), and fuel oxygenates, including MTBE <br />emanating from the property under the control of the Discharger. The Discharger shall not <br />implement any changes to this MRP unless and until a revised MRP is issued by the Executive <br />Officer. This MRP replaces the requirements listed in MRP No. 5-01-841, which was issued on <br />24 June 2001. <br />Prior to construction of any new groundwater monitoring or extraction wells, the Discharger shall <br />submit plans and specifications to the Board for review and approval. Once installed, all new <br />wells shall be added to the monitoring program and shall be sampled and analyzed according to <br />the schedule below. <br />GROUNDWATER MONITORING <br />As shown on Figure 2, there are currently 10 monitoring wells (MW -2 through MW -10 and <br />MW -1D) onsite and offsite. The Discharger abandoned MW -1 in January 2001, so it is not <br />included in the MRP. All wells shall be monitored for depth to groundwater and the presence of <br />free product on a quarterly basis. The groundwater monitoring program for wells MW -2 through <br />MW -10 and MW -1D, and any wells installed subsequent to issuance of this MRP, shall include <br />the list below. Monitoring wells with free product or visible sheen shall be monitored for free <br />product thickness, volume of free product removed, disposal method and location, and depth to <br />groundwater only. Sample collection and analysis shall follow standard EPA protocol. <br />
