R5 -2002 - <br />FOR <br />WOOLSEY OIL COMPANY <br />BULK FUEL PLANT <br />SAN JOAQUIN COUNTY <br />The Woolsey Oil Company bulk fuel plant (site) is at 930 Victor Road in Lodi. There are five <br />12,000 -gallon aboveground storage tanks (AGTs) containing diesel fuel, one 1,000 -gallon AGT <br />containing kerosene, and one 275 -gallon AGT containing solvents. Historic petroleum <br />hydrocarbon releases have contaminated soil and groundwater at the site with petroleum <br />hydrocarbons and associated fuel constituents, including benzene and methyl tertiary butyl ether <br />(MTBE). Free product is consistently present in well MW -8. Woolsey began groundwater <br />monitoring in 1995, which continues on a quarterly and semi-annual basis. <br />This Monitoring and Reporting Program (MRP) is issued pursuant to Section 13267 of the <br />California Water Code and is necessary to delineate groundwater pollutant plumes and determine <br />whether remediation efforts are effective. Existing data and information about the site shows the <br />presence of various chemicals, including total petroleum hydrocarbons as gasoline and diesel, <br />benzene-toluene-ethylbenzene-xylenes (BTEX), and fuel oxygenates, including MTBE <br />emanating from the property under the control of the Discharger. The Discharger shall not <br />implement any changes to this MRP unless and until a revised MRP is issued by the Executive <br />Officer. This MRP replaces the requirements listed in MRP No. 5-01-841, which was issued on <br />24 June 2001. <br />Prior to construction of any new groundwater monitoring or extraction wells, the Discharger shall <br />submit plans and specifications to the Board for review and approval. Once installed, all new <br />wells shall be added to the monitoring program and shall be sampled and analyzed according to <br />the schedule below. <br />GROUNDWATER MONITORING <br />As shown on Figure 1, there are currently 10 monitoring wells onsite and offsite. Woolsey <br />abandoned MW -1 in January 2001, so it is not included in the MRP. All wells shall be <br />monitored for depth to groundwater and the presence of free product on a quarterly basis. The <br />groundwater monitoring program for wells MW -2 through MW -10 and any wells installed <br />subsequent to issuance of this MRP, shall include the list below. Monitoring wells with free <br />product or visible sheen shall be monitored for free product thickness and depth to groundwater <br />only. Sample collection and analysis shall follow standard EPA protocol. <br />
