PUBLIC HEALTH SERVICES <br /> ILS <br /> oP4.N!N. c <br /> SAN JOAQUIN COUNTY <br /> ENVIRONMENTAL HEALTH DIVISION <br /> Karen Furst, M.D., M.P.H., Health Officer cq P <br /> 304 East Weber Avenue, Third Floor • Stockton, CA 95202 `'F6R` <br /> 209/468-3420 <br /> KAREN PETRYNA SEP O 5 2000 <br /> EQUILON ENTERPRISES LLC <br /> P 0 BOX 7869 <br /> BURBANK CA 91510-7869 <br /> RE: SHELL SERVICE STATION SITE CODE: 1746 <br /> 880 VICTOR ROAD <br /> LODI CA 95240 <br /> In a telephone conversation on August 28,2000,SanJoaquin County Public Health Services,Environmental <br /> Health Division(PHS/EHD) directed you to analyze monitoring well groundwater samples for Methyl ten <br /> Butyl Ether(MTBE),Di-isopropyl ether(RIPE),tertiary amyl methyl ether(TAME),ethyl tertiary butyl ether <br /> (ETBE) and tertiary butyl alcohol(TBA)by EPA Method 8260E rather than by EPA Method 8020. <br /> PHS/EHD,the California Regional Water Quality Control Board,Central Valley Region(C'VRWQCB),and <br /> the State Water Resources Control Board(SW-RCB) all recommend the use of Method 8260B as the <br /> confirmation test for oxygenates. <br /> CVRWQCB and PHS/EHD are now requiring analysis for methanol,ethanol, 1,2 Dichloroethane(1,2-DCA), <br /> and 1,2 Dibromoethane (EDB), in addition to the contaminants discussed above. 1,2-DCA and EDB were <br /> used extensively in the 1980's and 1990's. These chemicals can also be detected using Method 8260B. <br /> Changes in groundwater level and pumping rates throughout the season may affect the contaminant <br /> concentrations in the groundwater. One round of sampling and analyses will not confirm the presence or <br /> absence of contaminants in groundwater. Repeated sample collection and analytical results are necessary to <br /> evaluate chemical presence or absence. You must test for BTEX,TPH,the 5 oxygenates listed above, <br /> methanol,ethanol, 1,2-DCA and EDB. Some laboratories can nut a complete suite of petroleum constituents <br /> and fuel additives by EPA Method 8260B,thereby saving considerable cost. <br /> The analytical method of the groundwater sampling analyses for Total Purgeable Hydrocarbons (C6-02), <br /> BTEX,and MIKE from Sequoia Analytical(Sequoia)was reported as DHS LUFT. In a telephone <br /> conversation on August 28,2000,Sequoia expressed to this office that Method 8015M was used for analyses of <br /> the testing of Total Purgeable Hydrocarbons as gasoline(TPI-l-g) and Method 8020 was used for analyses of <br /> aromatic hydrocarbons (BTE)O.
