880 Victor, Lodi
Page 2
a letter dated June 21, 1999, PHS/EHD recommended collecting soil samples beneath
both existing UST for laboratory analyses. This has not been addressed. The USTs
remain currently in place in the area of the possible unauthorized release. It is
unknown if an active source of release still exists.
The vertical extent of the contamination in groundwater has not been defined. Due to
the mobile and resilient nature of MTBE, the geology of the site should be
characterized to sufficient depth in order to evaluate the propensity for subsurface
infiltration and vertical plume dispersion. PHS/EHD recommends characterizing the
geology of the site using technologies such as Cone Penetration Testing, and
identifying the vertical extent of MTBE and petroleum hydrocarbon contamination in
the groundwater by collecting discrete water samples. Submit a work plan to
PHS/EHD that will define the vertical extent of the contamination in groundwater
and characterize the site geology by July 4, 2000.
PHS/EHD recommends continuing quarterly monitoring at this time. Submit the
missing parts of Table 3 of the report to PHS/EHD. PHS/EHD recommends
including all analytical results chronologically in the compilation tables in future
quarterly monitoring reports.
In accordance with Guidelines for Investigation and Cleanup of MTBE In Vulnerable
Groundwater Areas being developed by the State Resources Control Board as a result
of Governor's Executive Order D-5-99, an initial site conceptual model should be
developed to classify/prioritize the site's potential threat to groundwater.
Identification and location of receptor wells in the area is crucial to this
classification/prioritization. PHS/EHD recommends conducting a survey of wells
within a 2000-foot radius of the site in accordance with Appendix B of the Tri-
Regional Board Staff Recommendations by June 1, 2000. Addresses of all wells
identified in the survey should be provided. The location of the wells identified should
be shown on a map. Any known construction details of the wells should also be
provided. PHS/EHD recommends including the result of this well survey in a
quarterly monitoring report.
If you have any questions, please feel free to contact Jeffrey Wong at (209) 468-0335.
Donna Heran, REHS, Director
Environmental Health Division
Jeffrey g,REHS Margamer1 agorto, REHS
LOP/Site Mitigation Unit IV Supervisor
C: CRWQCB, Central Valley Region -Mark List
