C A M B R I A Mr Jeffrey Wong
April 21, 2005
As discussed in Cambria's December 29, 2004 letter, Shell requested pre-approval of costs from
the State Underground Storage Tank Cleanup Fund (USTCF) for the remedial activities requested
in SJCEHD's October 27, 2004 letter
ANTICIPATED FIRST QUARTER 2005 ACTIVITIES
Groundwater Monitoring Blaine will gauge and sample all wells and tabulate the data Cambria
will prepare a groundwater monitoring report
As SJCEHD requested, beginning with the #first quarter 2005 sampling event, Shell will analyze
samples from well MW-4, MW-7, and MW-8 quarterly for dissolved oxygen, oxidation-reduction
potential, nitrates, sultates, and methane for one hydrologic cycle to assess whether
environmental conditions are present that may contribute to the biodegradation of fuel
oxygenates These wells were chosen because they represent an upgradient well (MW-8), a
source area well (MW-4), and a downgradient well (MW-7)
Additional Activities 1n a February 7, 2005 letter, the USTCF denied Shell's request for pre-
approval of costs for the remedial activities requested by SJCEHD, because a corrective action
plan (CAP) has not been prepared for the site The USTCF stated that they require a CAP
including a feasibility study and CAP approval from your agency before they will evaluate the +
costs Therefore, Cambria recommends preparing a CAP including a feasibility study We will
proceed upon receiving approval from SJCEHD
2
