Box 1270 <br /> Lodi, CA 95241 <br /> Subject: Completion of Site Investigation <br /> Teresi Trucking Yard <br /> 900-112 E.Victor Road <br /> Lodi, CA - <br /> Dear Mr. Teresi: -- <br /> On September 19, 2000, you were notified by the Environmental Health Division of the <br /> San Joaquin County Public Health Services agency (PHSIEHD) that the investigation and <br /> remedial action at your site had been completed and a No Further Action letter had been <br /> issued by the Central Valley Regional Water Quality Control Board. Accordingly, <br /> PHSIEHD directed you to destroy the groundwater monitoring wells at your site. <br /> Upgradient Environmental Consultants submitted a Work Plan for. Well Destruction to <br /> PHSIEHD on October 30, 2000 and was granted a Well Destruction Permit on December <br /> 6, 2000. On•December 7,V&W Drilling mobilized a truck-mounted drilling rig (CME- <br /> 75) to the site to drill out the three existing wells, all of which were 75 feet in depth. <br /> V&W used 10-inch-diameter augers to destroy the wells and fill the boreholes with <br /> cement grout in accordance with'County regulations. Two of the wells were destroyed <br /> without incident; however,problems occurred with well TT-3, when the augers began to <br /> drift off vertical. The driller attempted to re-center the drill bit over the boring, but the bit <br /> could not bore through the well seal (cement grout) and continued to drift farther off line. <br /> Therefore, drilling was terminated at a depth of approximately 25 feet and the PHSIEHD <br /> inspector was informed that further attempts to drill out the well would be fruitless. All <br /> borings were backfilled with cement grout at the end of the day and the drill cuttings <br /> were stockpiled on plastic sheeting for later profiling. <br /> Upgradient Environmental collected one composite sample from the stockpile on <br /> December S and transported it to Sequoia.Analytical for laboratory analysis. Total <br /> Petroleum Hydrocarbons in the diesel range were detected at a concentration of 6 mg/kg <br /> (parts per million) in the sample. The laboratory.report is attached. <br /> Also on December 8, I spoke with the PHSIEHD representative (Ms. Carol Oz) regarding <br /> the difficulties encountered with TT-3. During our discussion, she informed me that <br /> County regulations stipulate that monitoring wells can be pressure-grouted with cement <br /> grout if contamination is not present, but must be drilled out if contamination is known or <br /> suspected. She then indicated that it would be necessary to repeat the attempt to drill out <br /> the well, perhaps with other equipment. I explained that no contamination was detected in <br /> any of the original soil samples that had been collected from TT-3 when it was drilled, <br /> Stockton: P.O.
