LODI :M <br /> San Joaquin County Public Health Services Environmental Health:IDivision (PHS/EHD) Site Mitigation <br /> staff have recently reviewed the Site Characterization Report prepared Eby Upgradient Environmental <br /> Consultants (UEC) for the above referenced site and are providing the following comments. <br /> In the event the site owners/operators and the assessment consultant have no intention or rational for <br /> ' utilizing the existing out of service well located at the center of they former excavation for assessment or <br /> remediation purposes PHS/EHD concurs with UEC recommendations to idestroy this well immediately. <br /> Please propose in written format a well destruction plan consideringthe limited information regarding the <br /> f current physical condition of the well complete with the required well destruction permit application (and a <br /> $60 fee) to this office for approval as soon as possible. The casing height 'may be terminated at a position <br /> well below surface grade thereby eliminating obstacles to future f development proposals. PHS/EHD <br /> oversight during these field activities will be required. <br /> PHS/EHD concurs with UEC recommendations to conduct a second ,groundwater analysis event in order to <br /> verify constituent concentrations and the ground water gradient vector. This information may prove <br /> valuable in future site assessment activities. <br /> PHS/EHD concurs with UEC and the Responsible Parties (RP) recomrrienda 'ons to backfill the tank <br /> excavation area with clean Iow permeability material appropriately compacted in accordance with county <br /> and or city building codes for vehicle traffic such as that currently in use at the facility or modified to <br /> consider future land use. This activity will allow the RP to regain use of the facility yard, begin <br /> construction of their proposed above ground fueling facilities and provide access for additional soil borings <br /> or monitoring wells directly through the former tank farm area where�contar iinant distribution has not been <br /> fully defined both laterally or vertically. <br /> PHS/EHD takes this opportunity to encourage the RP, assessment consultant and construction companies <br /> + involved at the site to engage in cooperative dialogue both verbal and written with PHS/EHD in order to <br /> { maximize the progress and minimize disruption to the facility as needed. It is the intent of PHS/EHD to <br /> have all information provided to filly characterize this Leaking Underground Fuel Tank Site (LUFTS) <br /> prior to completing construction of any structures or surface finishes. This approach is suggested as a <br /> means to minimize complications which may arise during or after construction is completed. Please <br /> provide a work plan which addresses the issue of assessing the vertical and lateral definition of contaminant <br /> distribution in the former tank farm area (soil and groundwater) with a discussion on methods to obtain all <br /> necessary information to fully characterize the site in order to reduce the likelihood of returning to the <br /> construction site area for additional assessment or remediation activities.,!Also include proposals which <br /> ! discuss cost effective alternatives for contaminated stockpiled soil treatmentl` disposition. <br /> � Fp <br /> A Division of San Joaquin County Health Care Services <br />
