r <br /> Health and Safet Plan <br /> y <br /> Underground Tank'Program <br /> Tank Removal or } , <br /> Over-Excavation Resample <br /> [i <br /> INTRODUCTION } <br /> PURPOSE AND SCOPE SF <br /> The Health and Safety Plan, for underground tank removal/over-excavation provides <br /> for the protection of on-site personnel and the surrounding community during site <br /> characterization activities. The requirements, specifications and procedures presented <br /> with the plan will apple to all personnel on-site, including employees, subcontractors, <br /> site visitors and regulatory agency personnel. `p <br /> HAZARD ANALYSIS <br /> The most significant risk associated with petroleum contaminated soil is exposure to <br /> aromatic compounds. Skin contact will be eliminated by lose of clothing, eye wear, and i <br /> gloves and the inhalation hazard will be minimized using°appropriate respiratory - <br /> protective devices as determined by on-site air monitoring. The Safety <br /> Coordinator/Project Manager will establish an exclusion'zone encompassing a 50-foot <br /> radius from the work area. Access Within this zone will;be limited to required <br /> personnel. Total organic vapors will be monitored within the exclusion zone using a <br /> photoionization detector (PID) calibrated for benzene, the most toxic of the aromatic i <br /> hydrocarbons. Current enforceable and recommended exposure limitations for . <br /> potential site contaminants are presented in Table 1. <br /> PERSONAL PROTECTIVE EQUIPMENT <br /> A minimum of U.S. EPA level D protection will be required within the exclusion <br /> zone for any workers engaged in sample collection or other activities on this site. <br /> Level D protection will include: k <br /> • Disposable Tyvek coverall (when in contact with contaminated material) <br /> o Boots with steel toe <br /> Splash goggles or safety glasses ; I <br /> Chemical resistant disposal gloves (when in c�ontact�with contaminated <br /> material) 3 <br /> Level C protection will be required if PID readings exceeding 10 ppm over I <br /> background concentration are recorded in the workers' breathing zone. Level C <br /> protection will consist of: <br /> • Disposable Tyvek coverall <br /> • Boots with steel toe s ; <br /> • Chemical resistant boot covers <br /> k <br />
