. 1.0 INTRODUCTION <br /> The Teresi Trucking Company trucking yard is located at 900-112 East Victor Road in Lodi, <br /> California (Figure 1) The company operates a fleet of flatbed trucks The property contains <br /> a large multi-bay truck servicing building with adjoining office, a large warehouse building, <br /> and over 2 acres of asphalt parking lot for truck storage To fuel the vehicles, the company <br /> operates a fueling station in the rear portion of the property The fuel was stored in three <br /> underground storage tanks until they were removed and replaced with above-ground tanks <br /> in late 1995 During the tank removal, petroleum-contaminated soil was encountered, and <br /> additional excavation was performed to remove the contaminated soil However, soil <br /> samples that were collected when excavation was completed indicated that residual <br /> contammatAon was still present, prompting the Environmental Health Division of San <br /> Joaquin County Public Health Services (PHS/EHD) to request an assessment of the extent <br /> of the contamination Upgradient Environmental Consultants was retained to perform the <br /> assessment and subsequent groundwater monitoring Mr Ron Rowe of PHS/EHD provided <br /> regulatory oversight dunng the initial phase of investigation, more recently, oversight has <br /> been provided by Ms Carol Oz of PHS/EHD <br /> Drilling was completed in early 1996, and groundwater monitoring continued through the <br /> end of 1996 Very low concentrations of diesel were occasionally detected in one or two <br /> wells in 1996, and Upgradient Environmental recommended in the Fourth Quarter 1996 <br /> Report that the site be closed with no further action PHS/EHD did not concur with this <br /> • recommendation, but no further monitoring or investigation was requested or performed <br /> until Ms Oz assumed oversight responsibility in early 1999 In April of 1999, PHS/EHD <br /> requested two consecutive quarters of groundwater monitoring and the completion of a <br /> Sensitive Receptor Survey Monitoring took place in June and August, and because diesel <br /> concentrations were exceedingly low, was repeated in December Based on the results, <br /> Upgradient recommended site closure with no further action In February 2000, PHS/EHD <br /> concurred that no further action was necessary and requested Teresa Trucking to prepare a <br /> Site Closure Report <br /> Tlus report has been prepared in accordance with Appendix B of the Tri-Regional Board <br /> Staff Recommendations for Preliminary Investigation and Evaluation of Underground Tank <br /> Sites The first part of the report summarizes the history of the protect The bulk of the <br /> report deals with the site characterization Appendix A contains the Checklist of Required <br /> Data For No Further Action Requests at Underground Tank Sites <br /> 2.0 HISTORY OF SITE INVESTIGATION <br /> 2.1 Tank Removal <br /> Jim Thorpe Oil Company removed the underground tanks on December 1, 1995 <br /> According to Rich Thorpe, one 10,000-gallon and one 12,000-gallon diesel tank and one <br /> 5,000-gallon gasoline tank were removed Seven soil samples were collected from <br /> . beneath the tanks, and samples were also collected from the dispenser island, piping <br /> trench, and soil stockpiles (Figure 2) GcoAnalytical Laboratories analyzed the samples <br /> 1 <br />
