It <br /> was observed that waste tires used as bumpers and ballast to maintain silage cover at <br /> north end of property have accumulated water. <br /> On or after July 1, 2003, every end-use facility shall apply for and obtain a CIWMB <br /> issued Tire Program Identification Number for each location where used or waste tires <br /> are accepted. Each location shall be assigned a unique site specific Tire Program <br /> Identification Number. <br /> Title 14 CCR Section 18420 requires that agriculture site waste tires must be rendered <br /> incapable of holding water. <br /> Title 14 CCR 18460.1 and 14CCR 18462 require a facility to either use a Registered <br /> Waste Tire Hauler or the site operator must register as a Agricultural Exempt Waste Tire <br /> Hauler if waste tires are accepted or removed from the site. <br /> Public Resource Code 42954 allows Agricultural Exemption for hauling agricultural use <br /> waste tires upon application with the C WIMB. <br /> Title 14 CCR, Section 18459 requires that used/waste tire haulers use the waste tire <br /> manifest and trip log when transporting ten or more used/waste tires. <br /> You have 30 days from receipt of this letter to correct above mentioned violations: <br /> 1.) Waste tires at above referenced facility must be rendered incapable of <br /> holding water. <br /> 2.) Contact the California Integrated Waste Management Board (CIWMB) and <br /> make application for a TPID number for this facility no later than thirty (30) <br /> days from receipt of this letter. An application is enclosed. <br />
