Mr. Dorcey -2- September 27, 1988 <br />Notice of Deficiency <br />VI.B7c The volume of water resulting from a 24 hr, 25 year <br />storm has not been submitted. <br />VI.B7c Please explain, what a liquid interface low level <br />alarm is. <br />VI.D2e It is indicated that the recovered hydrocarbons are <br />mixed with the finished oil to enhance the heating <br />value. You must verify that the recovered <br />hydrocarbons are not a hazardous waste. <br />VII.G Please specify the type of backflow devices and their <br />locations. <br />VIII.Bb What is the remedial action in case one of the <br />hazardous waste tanks leak? <br />VIII.D la Please indicate how often safety equipment and <br />emergency response equipment is inspected. <br />X. In case of a spillage, a verbal report shall be <br />presented to the DHS in 24 hours. However, a written <br />report must be submitted in 5 day. The DHS may waive <br />the 5 days requirement and change it to 15 days upon <br />written request only. <br />In addition to above deficiencies, Falcon Energy is required to <br />comply with the following requirements set forth in Article 12, <br />of the CCR: <br />1. A statement that the person or the facility meets the <br />criteria for a Series "A" Resource Recovery Facility <br />Permit as described in subsections (a)(2) and (b) of <br />Section 66806, respectively; <br />2. Evidence and written assurances that the person and <br />the facility will meet the criteria in subsection <br />(a)(2) and (b) of Section 66806, respectively; <br />3. A listing of quantities required to complete the <br />calculations under Section 66812(b) and the <br />calculations showing compliance with the criteria <br />tabulated thereunder. <br />It should also be. indicated that for a new facility, the <br />owner/operator shall submit a statement from an independent <br />qualified engineer, registered in California, that she/he will <br />provide such certification that the construction of the facility <br />is in accordance with the plans and specifications. approved in <br />the OP. <br />
