LLNL Emergency Management Plan <br /> Rev 24 <br /> January 2019 <br /> 1.3.3 Severe Event Response <br /> To prepare for severe events identified by the All-Hazards Survey, LLNL has developed a LLNL <br /> Disaster Response Plan that describes how LLNL and the ERO will respond to a large-scale or <br /> regional severe event(e.g., earthquake) impacting LLNL when, for a significant period of time, <br /> there may be limited or no immediate response from ACFD or other professional emergency <br /> response organizations. Disaster response is considered part of the LLNL Emergency <br /> Management Core Program because it covers all site facilities,regardless of whether significant <br /> hazards are impacted. <br /> During a severe event, such as an earthquake,where LLNL and local offsite emergency response <br /> resources are overwhelmed, the LLNL EOC would transition to disaster mode operations. Per <br /> the Lawrence Livermore National Security(LLNS) contract with ACFD for fire services at <br /> LLNL, the primary LLNL-funded ACFD resources at LLNL would be restricted to onsite LLNL <br /> responses until released by the LLNL EOC. The LLNL EOC Operations Section would be <br /> responsible for prioritizing responses and dispatching these resources. Under the strategic <br /> objectives established by the ED for the operational period, the Operations Chief will dispatch <br /> institutional resources (e.g., ACFD, Facilities, ES&H, etc.)using a prioritization approach used <br /> in California under the State's SEMS. <br /> As part of the disaster response program, LLNL has a specifically trained group of volunteers <br /> known as the Community Emergency Response Team(CERT). Decisions on tasking and <br /> mission assignments are directed by the EOC Operations Section's Disaster Dispatch through a <br /> CERT Deployment Coordinator. LLNL CERT members are trained in accordance with the <br /> CERT program guidelines of the U.S. Federal Emergency Management Agency(FEMA) and <br /> U.S. Department of Homeland Security(DHS). CERT members are specifically trained in basic <br /> disaster-response techniques to enable them as volunteers to take an active role in providing <br /> critical support to LLNL and emergency response personnel during emergencies. The LLNL <br /> CERT program is administered by EMD's Fire and Building Safety Division. <br /> The Laboratory's disaster response program is overseen by the EMD's Emergency Programs <br /> Organization and also provides Laboratory personnel information on how to respond to large- <br /> scale emergency situations, as discussed in LLNL ES&HManual Document 22.7, "Protective <br /> Actions: Evacuation, Shelter-In-Place, and Lockdown."Boxes containing emergency supplies <br /> are maintained as part of this program and located at assembly points across the LLNL property <br /> (Sites 200 and 300). The "Self-Help"portion of the program relies on employees to make an <br /> initial and continued effort to respond to and control emergencies (e.g., minor injuries, small <br /> fires, etc.)until professional emergency response personnel can take charge. <br /> After a major severe earthquake event, any LLNL request for assistance from the local <br /> governmental emergency services would be responded to in accordance with the objectives in <br /> local and regional disaster plans. The City of Livermore's Comprehensive Emergency <br /> Management Plan documents the City's plans for disaster response, and includes references to <br /> mutual aid agreements with LLNL.
