If the consequences of a cyber <br /> attack impact critical LLNL infrastructure or activities and cause events that are deemed a <br /> significant emergency or an Operational Emergency(see Section 5.1), the emergency response <br /> aspects of the cyber attack will be responded to in accordance with this Emergency Plan and <br /> applicable procedures and NNSA's Information Conditions (INFOCON) guidance which <br /> identifies attack levels and LLNL actions of computer network attacks and computer network <br /> exploitation conditions. <br /> 1.4 Site Description <br /> 1.4.1 Overview Including Function and Mission <br /> LLNL is operated and managed by LLNS, LLC. LLNS is a limited liability company managed <br /> by the University of California; Bechtel National, Inc.; BWXT Government Group, Inc.; <br /> AECOM, and Battelle Memorial Institute. <br /> LLNL is a premier research and development institution for science and technology applied to <br /> national security. It is responsible for ensuring that the nation's nuclear weapons remain safe, <br /> secure, and reliable. LLNL also applies its expertise to prevent the spread and use of weapons of <br /> mass destruction and strengthen homeland security. <br /> LLNL's national security mission requires special multidisciplinary capabilities that are also <br /> used to pursue programs in advanced defense technologies, energy, environment, biosciences, <br /> and basic science to meet important national needs. These activities enhance the competencies <br /> needed for LLNL's defining national security mission. <br /> The Laboratory serves as a resource to the U.S. government and is a partner with industry and <br /> academia. Safe, secure, and efficient operations and scientific and technical excellence in its <br /> programs are necessary to sustain public trust in the Laboratory. <br /> The Laboratory staff consists of approximately 6,200 Career employees as of October 1, 2018. <br /> Flex term, Post-Doc,Non-Career, and Supplemental Labor bring the Laboratory population to <br /> around 7,300. <br /> LLNL is comprised of two non-contiguous sites— Site 200 and Site 300. The Livermore site <br /> (Site 200) is located on a one-square-mile site in Livermore, CA. A larger (approximately <br /> 11 square mile/7,000 acres)remote explosives/experimental testing site (Site 300) is situated <br /> 18 miles to the east with an approximate population of 200.
