LLNL Emergency Management Plan <br /> Rev 24 <br /> January 2019 <br /> The Emergency Programs Organization Facilities and Equipment Specialist is responsible for the <br /> readiness and maintenance of the EOC, the alternate EOC, and other special projects as assigned <br /> by the Emergency Programs Organization Manager. <br /> The Emergency Programs Organization Readiness Assurance Specialist is responsible for <br /> assessment coordination, commitment tracking and coordination, internal assessment, and the <br /> Emergency Readiness Assurance Plan. Additional responsibilities include maintaining, <br /> reviewing, and updating this Emergency Plan and associated plans/procedures. <br /> The Emergency Programs Organization Training Specialist is responsible for ERO training and <br /> training records coordination. <br /> The Emergency Programs Organization Drills and Exercise Program Manager is responsible for <br /> ERO drill/exercise development and execution, drill/exercise conduct, drill/exercise records, and <br /> drill/exercise corrective action coordination with the Readiness Assurance Specialist. <br /> The Emergency Programs Organization maintains the LLNL Disaster Response Plan, including <br /> development and updates of applicable training and resources. This includes providing guidance <br /> and assistance to Laboratory staff with evacuation and shelter-in-place plan development, <br /> personnel training, and coordination of LLNL resources. <br /> The Emergency Programs Organization Consequence Assessment (CQT) Analyst utilizes <br /> hazards surveys to conduct assessments. <br /> The Emergency Programs Organization Offsite Liaison is responsible for interface and <br /> coordination between LLNL and local, county, State, and Federal offsite agencies in the area of <br /> emergency planning,preparedness and response. <br /> The Fire and Building Safety Division Leader, reporting to the Department Head of EMD, is <br /> responsible for administering the contract with the ACFD for providing fire alarm monitoring <br /> and professional emergency response (fire, hazardous material, emergency medical) services at <br /> LLNL, as well as for providing fire protection engineering, building code compliance, and <br /> general fire protection and inspection services at LLNL. The Division Leader is the Technical <br /> Representative for the contract with ACFD at LLNL. The Division Leader also oversees the <br /> LLNL CERT program. <br /> The EMD Subject Matter Expert(SME)reports to the Department Head of EMD, and assists <br /> him/her and the Emergency Programs Organization Manager in meeting institutional and <br /> regulatory requirements associated with development, management, implementation, and <br /> maintenance of LLNL's comprehensive emergency management system. The SME also provides <br /> the Emergency Programs Organization Manager with ongoing oversight assessment of LLNL's <br /> comprehensive emergency management system, having a focus on the effective integration of <br /> the various emergency management program elements and response organizations (e.g., ES&H <br /> Teams, Fire Department, Protective Forces, etc.). The EMD SME also serves as the alternate <br /> Emergency Management Functional Area Manager. <br /> 25 <br />
