LLNL Emergency Management Plan <br /> Rev 24 <br /> January 2019 <br /> 3.4.1 California Office of Emergency Services <br /> LLNL has several MOUS with the California Governor's Office of Emergency Services. These <br /> MOUS include an agreement for California disaster and civil defense, an agreement for <br /> temporary transfer of vehicular equipment, and an agreement for use of radio equipment. <br /> Coordinators designated by State agencies assist California's emergency management staff <br /> headed by the director of the California Governor's Office of Emergency Services or a <br /> designated representative. The California Governor's Office of Emergency Services is the lead <br /> State agency for emergency management, including planning, response coordination, recovery <br /> coordination, mitigation efforts, and training. <br /> Emergency responsibilities of the California Governor's Office of Emergency Services include: <br /> • Developing and implementing the State Emergency Plan <br /> • Receiving and disseminating emergency alerts and warnings <br /> • Coordinating emergency response and recovery activities with the Federal Regional <br /> Operation Center and the JIC <br /> • Processing and acting on mutual aid requests <br /> • During emergencies, activating and operating the State Operations Center and regional <br /> emergency operations centers and participating in the disaster field office activities <br /> • In coordination with the Federal government, directing and coordinating recovery <br /> programs to mitigate future disaster <br /> When the State Operations Center and regional operations centers are activated, the following <br /> actions will be taken to support the situation: <br /> • Establish and maintain communications with other EOCs and DOCs <br /> • Deploy field representatives as needed to assess the situation <br /> • Coordinate and deploy immediate assistance, as requested, through mutual aid <br /> • Establish/confirm air and ground routes into affected areas <br /> • Determine the need for staging areas, mobilization centers, and disaster support areas, <br /> and coordinate their establishment <br /> • Provide/deploy technical assistance to support elements as needed <br /> • Mobilize and stage key resources to address the potential threat <br /> • Monitor and prioritize scarce resources as the situation dictates <br /> Other State agency responsibilities are to provide mutual aid to local jurisdictions appropriate to <br /> the emergency situation(State of California Emergency Plan). <br /> 3.4.2 California Highway Patrol <br /> Upon request, the California Highway Patrol (CHP) supports the Security Organization by <br /> responding with personnel and equipment. The CHP, in responding to an emergency request for <br /> assistance to LLNL, will render support to the Security Organization by maintaining traffic <br /> supervision and control over roadways to LLNL operating under a Joint Incident Command <br /> system. The nature of the emergency response agreement between LLNL and the CHP includes <br /> assistance calls and assistance requests under the State Region HMutual Aid Law Enforcement <br /> Plan. <br /> 51 <br />
