LLNL Emergency Management Plan <br /> Rev 24 <br /> January 2019 <br /> 3.5.6 Livermore City Manager's Office-Emergency Manager <br /> The California Emergency Services Act requires the City of Livermore to manage and <br /> coordinate the overall emergency response and recovery activities within its jurisdiction. The <br /> Livermore City Council provides overall policy direction and appoints a City Manager who is <br /> responsible for implementing adopted City policies. The City Manager's Office is responsible <br /> for the operational activities of all City departments including emergency management and <br /> disaster preparedness. In July 2017, the City Council authorized construction of a new Civic <br /> Center Meeting Hall and Emergency Operations Center(EOC). The new EOC is the operational <br /> hub for coordinating City response and recovery to emergencies. The EOC is used for both <br /> training exercises and actual emergencies such as earthquakes, hazardous materials spills, floods, <br /> major fires and major traffic incidents. This EOC will be sized to meet the City's operational <br /> needs in a layout that is conducive to analysis, coordination, and response. The building will <br /> include advanced communications equipment for coordination across various governmental <br /> agencies and will provide for public communication across multiple media formats. <br /> 3.5.7 Livermore/Pleasanton Fire Department <br /> The LPFD is responsible for coordinating disaster planning and fire emergency response <br /> activities for the cities of Livermore and Pleasanton. The LPFD coordinates its activities with the <br /> City of Livermore's Emergency Manager, and ACSO's Office of Homeland Security and <br /> Emergency Services, the primary offsite agency for emergencies involving radioactive material. <br /> The LPFD assists other responding agencies in locating and providing needed equipment and <br /> resources and in updating city officials. In addition, if the primary communication links become <br /> unavailable, the LPFD assists in the activation of the amateur radio emergency services network, <br /> VERG. <br /> 3.5.8 Livermore Police Department <br /> The LPD may be requested to support an LLNL emergency or an immediate officer rescue or <br /> backup. In responding to an emergency request for assistance, they render support to the Security <br /> Organization by responding to security threats, controlling traffic, controlling facility access and <br /> assisting with evacuation of the site. The Security Organization representative in the TOC or <br /> designee coordinates support activities. The law enforcement assistance agreement between LPD <br /> and LLNL covers assistance calls and assistance requests under the State Region II Mutual Aid <br /> Law Enforcement Plan. <br /> 3.5.9 Tracy Fire Department <br /> The Tracy Fire Department is responsible for coordinating disaster planning and emergency <br /> response activities for the City of Tracy. The Tracy Fire Department coordinates its activities <br /> with the San Joaquin County Office of Emergency Services, the primary offsite agency for <br /> emergencies involving radioactive material in San Joaquin County. <br /> 53 <br />
