Under this MOU, the LLNL ED is authorized to activate the volunteer <br /> communications resources of VERG to provide emergency and disaster communications support <br /> to LLNL. <br /> There are no other private organizations with emergency response or regulatory control <br /> responsibilities relevant to LLNL. <br /> 3.7 Memoranda of Understanding/Memoranda of Agreement <br /> MOUS and MOAs related to onsite emergency response are developed and executed in <br /> accordance with LLNL policies and procedures. These agreements are maintained as part of the <br /> Laboratory's commitment to an emergency management program that is consistent with the State <br /> of California SEMS. <br /> The Security Organization maintains MOUS with the CHP, ACSO, San Joaquin County Sheriff's <br /> Department, and the LPD to provide and receive law enforcement assistance. Assistance from <br /> the FBI comes under their jurisdiction for events involving special nuclear material, threats, or <br /> uses of weapons of mass destruction and crimes on Federal property. State, county, and City of <br /> Livermore assistance is accomplished per the provisions of the State Region II Mutual Aid Law <br /> Enforcement Plan. <br /> The EMD maintains MOUS with Eden Medical Center, Stanford Health Care-ValleyCare, and <br /> Sutter Tracy Community Hospital for providing and receiving assistance in the treatment of <br /> unique chemically-, biologically-, and/or radiologically-contaminated patients from LLNL in <br /> need of additional medical care and when the receiving hospital is not capable of medically <br /> managing the patients without support and guidance from LLNL subject matter experts. <br /> The sponsoring internal organization(Security, ES&H, etc.) is responsible for completing the <br /> appropriate review-and-approval process for each type of MOU/MOA; additional review as to <br /> legal form/content and contractual compliance is performed by the Office of General Counsel. <br /> The Department Head of EMD has concurrence on all MOUS/MOAs dealing with external <br /> agencies providing onsite emergency response (e.g., Fire Department/Emergency Management) <br /> at LLNL and for entities that provide assistance to LLNL personnel in the event of an onsite <br /> emergency(i.e., offsite medical facilities). <br /> The sponsoring internal organization is responsible for keeping the official signature copy of the <br /> MOU/MOA. MOU/MOA copies are retained by the sponsoring organization and the EMD in <br /> accordance with relevant retention schedules. Prior to scheduled renewal dates, MOUS/MOAs <br /> are to be reviewed, as appropriate,by the sponsoring internal organization to determine if <br /> updating of the MOU/MOA is necessary. The current Emergency Readiness Assurance Plan, <br /> which is maintained in the Emergency Programs Organization files, contains a list of the current <br /> MOUs/MOAs relating to the emergency management program. <br /> 55 <br />
