LLNL Emergency Management Plan <br /> Rev 24 <br /> January 2019 <br /> 5 EMERGENCY CATEGORIZATION AND CLASSIFICATION <br /> This section provides an overview of the process used for categorization and classification of <br /> Operational Emergencies. Specific actions and criteria for categorization and classification of <br /> Operational Emergencies are described in Emergency Programs Organization procedures. <br /> In accordance with DOE requirements, an Operational Emergency is defined as a major <br /> unplanned or abnormal incident or condition that involves or affects DOE facilities and activities <br /> by causing or having the potential to cause serious health and safety or environmental impacts <br /> and requires additional resources to supplement the planned initial response. Operational <br /> Emergencies are characterized by: <br /> • A requirement for resources from outside the immediate/affected area or local event <br /> scene to supplement the planned initial response, and <br /> • A requirement for time-urgent notifications to initiate response and/or protective actions <br /> activities at locations beyond the event scene. <br /> Most events at LLNL that involve an emergency response (fire, medical, HazMat, etc.) are not <br /> Operational Emergencies. The event severity/complexity and the expected or required response <br /> determine if an Operational Emergency declaration is warranted. <br /> As required by DOE Order 15 1.1 D, LLNL under its Emergency Management Hazardous <br /> Materials Program must have provisions to classify incidents involving the actual or potential <br /> airborne release of(or loss of control over)hazardous materials from an onsite facility/activity as <br /> an Alert, Site Area Emergency, or General Emergency based on health effects parameters <br /> measured or estimated at 30 meters, 100 meters, and the site boundary and compared with the <br /> appropriate Protective Action Criterion. <br /> 5.1 Definitions <br /> 5.1.1 Operational Emergency Categories <br /> LLNL must declare an Operational Emergency when an incident occurs that represent a <br /> significant degradation in the level of safety resulting in potential health and safety hazards to <br /> workers or the public. Operational Emergencies must be categorized as promptly as possible. <br /> Types of Operational Emergencies: <br /> • Health and Safety(including hazardous materials) <br /> • Environment <br /> • Safeguards and Security <br /> • Offsite LLNL Transportation Activities <br /> • Hazardous Biological Agent or Toxins <br /> • Other emergency conditions at the discretion of the EMDO, LEDO, or ED (i.e., offsite <br /> emergency affecting LLNL) <br /> 67 <br />
