LLNL Emergency Management Plan <br /> Rev 24 <br /> January 2019 <br /> When the emergency response facilities are operational, communications between the EOC and <br /> the DOCS, including the JIC, will be made primarily via the COPS and Laboratory telephone <br /> system. VERG, portable cellular/satellite telephones, and handheld 400 MHz radios may be used <br /> as backup communications tools for inter-facility communications. <br /> Communications systems or networks are maintained in a state of readiness through scheduled <br /> operational tests. These tests and their periodicity, as well as communications issues identified <br /> during actual events, drills and exercise, are documented in After Action Reports and tracked to <br /> resolution. <br /> 6.2.4 Government Emergency Telecommunications Service and Wireless Priority <br /> Service <br /> The U.S. DHS National Communication Services provides the Government Emergency <br /> Telecommunications Service (GETS) and Wireless Priority Service (WPS)to qualifying Federal, <br /> State, local, and tribal government, industry, and non-governmental organizational personnel to <br /> assist them in performing their national security/emergency preparedness missions during an <br /> emergency. <br /> GETS is an emergency calling card service that can be used from virtually any telephone to <br /> provide priority for outbound calls to all regular telephone numbers. GETS uses the full capacity <br /> of the public network, and is not a separate system with limited capacity. Use of the GETS <br /> increases the probability of call completion on the landline segment of the Public Switched <br /> Telecommunications Network when severe congestion and/or disruption conditions exist due to <br /> an emergency. <br /> WPS provides priority for emergency calls made from WPS-equipped cell phones, including <br /> smartphones. WPS is an add-on feature subscribed on a per cell phone basis and works with <br /> existing cell phones in WPS-equipped networks. WPS greatly increases the probability of <br /> completing cellular telephone calls during a national security/emergency preparedness event. <br /> The Laboratory Director, Deputy Director, LEDOs, EMDOs, SDOs and ORDOs are also <br /> enrolled in GETS/WPS. Additionally, two GETS cards are located in the LLNL EOC. The <br /> DHS's Office of Emergency Communications requires that holders of GETS cards and WPS- <br /> equipped cell phones test these capabilities quarterly. <br /> 76 <br />
