LLNL Emergency Management Plan <br /> Rev 24 <br /> January 2019 <br /> Actions performed to shelter include closing doors and windows, turning off external make-up <br /> air for HVAC if possible, and remaining indoors until an"all clear" is issued by the IC or ED. <br /> Evacuation may be appropriate when: <br /> • No facility protection is available or facility habitability is uncertain <br /> • Concentrations may exceed the threshold for early lethality(100 rem or <br /> AEGL60-3/ERPG-3/TEEL-3) <br /> • Plume arrival is not imminent <br /> Facility-specific evacuation plans and routes are included in the corresponding Facility Safety <br /> Plans and FLEPs. The Facility-Level Program and the LLNL Disaster Response Plan are <br /> administered by the Emergency Programs Organization. Per Document 22.1 of the ES&H <br /> Manual, facility management is responsible for the development and maintenance of plans <br /> required by the Facility-Level Program and LLNL Disaster Response Plan. Site-wide evacuation <br /> will be conducted per existing traffic control protocols. Evacuation of offsite locations, if <br /> recommended, will be conducted by the appropriate offsite authorities using their established <br /> procedures and protocols. <br /> Subsequent protective action options following shelter or evacuation orders may include: <br /> • Personnel decontamination <br /> • Equipment decontamination <br /> • Medical care <br /> • Ad hoc respiratory protection <br /> • Access control <br /> • Shielding <br /> 8.2.3 Offsite Protective Action Recommendations <br /> LLNL protective action recommendations for protection of offsite populations are developed <br /> using the same criteria as onsite protective actions. Offsite recommendations are implemented at <br /> the discretion and direction of local authorities who may implement the recommended protective <br /> actions per local jurisdictional procedures. <br /> 8.2.4 Onsite Personnel Accountability/Evacuation <br /> A system of evacuation and accountability is described in the LLNL ES&H Manual, FLEPs <br /> and/or the LLNL Disaster Response Plan and in individual Facility Safety Plans, as applicable. <br /> Accountability information for onsite buildings/areas within the incident scene is reported to the <br /> IC; for areas outside the control of the IC, the EOC's P&I Section is responsible for obtaining <br /> and tracking this information. When the LLNL Disaster Response Plan is implemented, the <br /> EOC's P&I Section staffs its Accountability Lead position and Accountability Disaster Call <br /> 84 <br />
