Any protective action decisions for <br /> onsite personnel determined by the EOC should be coordinated with the IC. Protective actions <br /> for the public may be ordered only by public officials or their designees (e.g., ACFD, LPD); the <br /> EMDO/ED will make protective action recommendations only, which will be communicated to <br /> offsite officials both on Emergency Notification forms and via telephone conversations with the <br /> IC and local/state officials. <br /> 8.6 Termination of Protective Actions <br /> During an Operational Emergency, onsite protective actions will be modified or lifted at the <br /> direction of the ED following recommendation by the IC. This information will be <br /> communicated to appropriate onsite emergency response and facility personnel through <br /> established emergency communication systems. Changes to recommendations for affected offsite <br /> agencies will be communicated per Emergency Programs Organization plans/procedures <br /> following any necessary coordination with local decision-makers. <br /> 8.7 Emergency Shutdown of Operations <br /> Emergency shutdown of operations in facilities should be performed, where practicable and it is <br /> safe to do so. If this is not feasible, shutdown will be performed by knowledgeable emergency <br /> response personnel. <br /> Site response guides and facility procedures (e.g., Safety Plans—including Facility Safety Plans <br /> and Integration Work Sheets) address shutdown for normal operations and emergencies. These <br /> procedures, which are developed and maintained by facility personnel and reviewed by the <br /> cognizant ES&H Team, are available to assist the operators in placing the building in a safe <br /> condition. <br /> 88 <br />
