The following is an itemized list of aboveground petroleum storage act violations that <br /> have not been addressed for PANELLA TRUCKING LLC as of October31, 2019. <br /> Open Violations from October 19, 2018 inspection <br /> Violation#706 -Failed to provide and maintain adequate secondary containment. <br /> The areas referred to as West Tank Farm and East Tank Farm were observed with insufficient secondary <br /> containment. The wall providing secondary containment for the up t010,000 gallon tanks were observed to have hot <br /> at ground level next to the corners.The circular holes of approximately one inch in diameter where observed near <br /> corners of the containment wall and traversed the entire wall. Construct all bulk storage tank installations (except <br /> mobile refuelers and other non-transportation-related tank trucks) so that you provide a secondary means of <br /> containment for the entire capacity of the largest single container and sufficient freeboard to contain precipitation. Yoi <br /> must ensure that diked areas are sufficiently impervious to contain discharged oil. Dikes, containment curbs, and pits <br /> are commonly employed for this purpose. You may also use an alternative system consisting of a drainage trench <br /> enclosure that must be arranged so that any discharge will terminate and be safely confined in a facility catchment <br /> basin or holding pond. Immediately provide secondary containment that sufficiently impervious to contain discharge( <br /> oil and is capable of containing the entire capacity of the largest single container and sufficient freeboard to contain <br /> precipitation. <br /> ❑ This violation was corrected ❑ This violation will be corrected by(date): <br /> ❑ Supporting documents included <br /> Describe actions taken or will be taken to correct violation: <br /> Violation#718 -Failed to locate properly or provide sufficient secondary containment for mobile/portable <br /> containers. <br /> The qualifying 55 gallons drums outside of the shop area and the 100 gallon diesel and waste oil containers on whee <br /> were observed with insufficient secondary containment. The SPPC plan calls for drums to be on spill containment <br /> pallets and the 100 gallon rolling tanks to be on concrete and have spill kits available.The drums were not observed <br /> spill containment pallets and no other secondary containment was evident. The 100 gallon tanks require secondary <br /> containment to contain the capacity of the largest single compartment or container.The SPCC plan does not cover <br /> the amount of material for the spill kit that is needed for the containment of the 100 gallon tank. Position or locate <br /> mobile or portable oil storage containers to prevent a discharge... Except for mobile refuelers and other <br /> non-transportation-related tank trucks,you must furnish a secondary means of containment, such as a dike or <br /> catchment basin, sufficient to contain the capacity of the largest single compartment or container with sufficient <br /> freeboard to contain precipitation Immediately provide sufficient secondary containment for this and all other portable <br /> containers at this facility, or provide equivalence as allowed by CFR 112.7(a)(2). <br /> ❑ This violation was corrected ❑ This violation will be corrected by(date): <br /> ❑ Supporting documents included <br /> Describe actions taken or will be taken to correct violation: <br /> Page 1 of 1 <br />
