The following is an itemized list of aboveground petroleum storage act violations that
have not been addressed for PANELLA TRUCKING LLC as of October31, 2019.
Open Violations from October 19, 2018 inspection
Violation#706 -Failed to provide and maintain adequate secondary containment.
The areas referred to as West Tank Farm and East Tank Farm were observed with insufficient secondary
containment. The wall providing secondary containment for the up t010,000 gallon tanks were observed to have hot
at ground level next to the corners. The circular holes of approximately one inch in diameter where observed near
corners of the containment wall and traversed the entire wall. Construct all bulk storage tank installations (except
mobile refuelers and other non-transportation-related tank trucks) so that you provide a secondary means of
containment for the entire capacity of the largest single container and sufficient freeboard to contain precipitation. Yoi
must ensure that diked areas are sufficiently impervious to contain discharged oil. Dikes, containment curbs, and pits
are commonly employed for this purpose. You may also use an alternative system consisting of a drainage trench
enclosure that must be arranged so that any discharge will terminate and be safely confined in a facility catchment
basin or holding pond. Immediately provide secondary containment that sufficiently impervious to contain discharge(
oil and is capable of containing the entire capacity of the largest single container and sufficient freeboard to contain
precipitation.
❑ This violation was corrected ❑ This violation will be corrected by(date):
❑ Supporting documents included
Describe actions taken or will be taken to correct violation:
Violation#718 -Failed to locate properly or provide sufficient secondary containment for mobile/portable
containers.
The qualifying 55 gallons drums outside of the shop area and the 100 gallon diesel and waste oil containers on whee
were observed with insufficient secondary containment. The SPPC plan calls for drums to be on spill containment
pallets and the 100 gallon rolling tanks to be on concrete and have spill kits available. The drums were not observed
spill containment pallets and no other secondary containment was evident. The 100 gallon tanks require secondary
containment to contain the capacity of the largest single compartment or container. The SPCC plan does not cover
the amount of material for the spill kit that is needed for the containment of the 100 gallon tank. Position or locate
mobile or portable oil storage containers to prevent a discharge... Except for mobile refuelers and other
non-transportation-related tank trucks, you must furnish a secondary means of containment, such as a dike or
catchment basin, sufficient to contain the capacity of the largest single compartment or container with sufficient
freeboard to contain precipitation Immediately provide sufficient secondary containment for this and all other portable
containers at this facility, or provide equivalence as allowed by CFR 112.7(a)(2).
❑ This violation was corrected ❑ This violation will be corrected by(date):
❑ Supporting documents included
Describe actions taken or will be taken to correct violation:
