Box 2009 <br /> Stockton, CA 95201 <br /> Dear Diane: <br /> As per our telephone conversation, I am following up with an <br /> explaination of work at Regal Station #603, located or, 6425 Pacific <br /> Avenue, Stockton, California . Walton Engineering was contracted by <br /> Wickland Oil Co. to oversee the tank testing procedures being <br /> performed by Scott Broadway Co. Or, My 2, 1988, the facility was <br /> tested with a high level petrotite system and revealed an <br /> inconclusive test on the regular product tank system. <br /> On My 9, 1988, Walton Engineering scheduled a troubleshooting crew <br /> to breakout, uncover the product tank, and evaluate all systems <br /> associated with the regular product tank ( I.E.) product lines, vapor <br /> recovery lines, vent line, product tanks, and all risers, bungs and <br /> fittings. Each system was isolated and tested to determine a <br /> possible problem. Our experience has shown that most test results <br /> reveal a problem in the vent system or vapor recovery system. <br /> As you know, the petrotite system exhibits 5-7 pounds of pressure on <br /> the complete system, and so accordingly, the vent system and vapor <br /> recovery system never under normal operating conditions, is <br /> subjected to that type of pressure. After testing the vent system <br /> with air for one hour at 50 pounds of pressure, it dropped 22 pounds <br /> in that period. We then uncovered the vent stack and retightened <br /> the bend or, the riser and retested. It showed no less in the <br /> prescribed one hour period. <br /> We then tested the vapor recovery system at 50 pounds of pressure <br /> for one hour and showed a small loss during the period. After <br /> considerable amount of evaluation at the connections under the <br /> dispensers, we found minor air leaks with soap or, the connections to <br /> the dispensers. We repiped these old connections and retested with <br /> air and had sound results. <br /> On June 10, 1988, Scott Broadway Co. was scheduled and performed a <br /> retest on the regular product tank. This test was a high level <br /> system test on the product line, vent line, product tank, and vapor <br /> recovery lines. Included in this letter is a copy of the petrotite <br /> system results.
