PHS/EHD has a contract with the California
State Water Resources Control Board to conduct a UST corrective action program. The above
referenced site was placed in the PHSIEHD Local Oversight Program (LOP) in October 1997.
PHSIEHD met with Central Valley Regional Water Quality Board (CVRWQCB)staff on July 26,
2000 and completed review of the two latest reports prepared by Environmental Resources
Management: "Ground Water Sampling" dated July 12, 2000 and "Well Receptor Survey"dated
July 14, 2000.
PHSIEHD and CVRWQCB are in agreement that the proposed HydroPunch sampling does not
meet the directive in the letter dated June 15, 2000 sent to you by this office. Monitoring Wells
(MW) are required to further define the vertical extent of groundwater contamination caused by
the releases in both former UST locations.
Please submit a Work Plan and a permit application to install MWs in both former UST locations.
When investigating and evaluating remedial measures for groundwater contamination at this site,
you should be following the Central Valley Regional Water Quality Control Board guidelines found
in the Tri-Regional Board Staff Recommendations for Preliminary Evaluation and Investigation of
Underground Tank Sites, including Appendix A.
If you have any further questions regarding this matter, contact Harlin Knoll at(209)468-3442.
Donna Heran, REHS, Director
Environmental Health Division
414,t' e"
Harlin Knoll, Senior REHS Margaret Lw9orio, REHS
LOP/Site Mitigation Unit IV Supervisor
cc: CVRWQCB—Marty Harzell
Heinz USA—J.
